Job summary

National University Health System seeks an experienced Section Leader to oversee daily technical management, quality assurance and regulatory compliance of a designated laboratory site at a polyclinic. You will supervise staff, ensure service continuity and lead continuous improvement initiatives.

You will monitor quality indicators, participate in method validation and equipment commissioning, and maintain documentation.

Qualifications

  • Degree in Medical Laboratory Science, Biomedical Science, Life Sciences or Equivalent.
  • ASCP certification will be advantageous.
  • At least 5 years’ experience working at core laboratory environment.
  • Experience in regulatory and accreditation of medical laboratory will be advantageous.
  • Team player and able to multi-task to manage multiple priorities.
  • Good verbal and written communication skill – to conduct meeting/briefing, writing management report.

Responsibilities

  • Oversee technical and professional management of the assigned laboratory service delivery.
  • Serve as the technical expert and resource person at the assigned laboratory service location.
  • Ensure service continuity and handle feedback from patients or other stakeholders.
  • Supervise and delegate with monitoring on staff training, mentor staff performing laboratory service delivery.
  • Assess and certify staff competency before independent practice.
  • Monitor staff performance and identify training or development needs.
  • Responsible for monitoring the performance and quality of all tests, examinations performed within the assigned polyclinic and collaboration with other Centers to ensure consistency in quality of testing.
  • Lead quality control measures, quality assurance programmes and performance monitoring activities.
  • Participate in method validation, verification, equipment commissioning and service evaluation activities.
  • Timely review of quality indicators, audit results, incidents and customer feedback.
  • Lead corrective, preventive and continuous improvement initiatives.
  • Support compliance with HCSA and ISO 15189, ESS and other applicable standards.
  • Evaluate and validate equipment, instruments, reagents, imaging modalities and test methods before implementation.
  • Ensure equipment commissioning, calibration, maintenance and performance monitoring are completed according to established requirements.
  • Investigate equipment-related issues and implement corrective actions.
  • Maintain appropriate document control and record management systems.
  • Ensure all mandated quality and operational records are complete, accurate and traceable.
  • Support investigation of service incidents, complaints and quality events.
  • Monitor service quality indicators and prepare management reports where required.
  • Manpower and roster planning, reporting officer duties (Claim, Leaves approval)
  • Preparation of management update, inventory control and other resource planning.

Job description

The Section Leader is responsible for the day-to-day technical management, quality assurance, operational oversight, staff competency, and regulatory compliance of a designated laboratory site at polyclinic. The incumbent supports the lead of laboratory service in ensuring that services are delivered safely, effectively, and in compliance with Healthcare Services Act (HCSA) requirements and other accreditation standards.

Technical leadership and Service Management
  • Oversee technical and professional management of the assigned laboratory service delivery

Staff Supervision, Training and Competency

Policy, Procedures and Documentation
  • Maintain appropriate document control and record management systems.
  • Ensure all mandated quality and operational records are complete, accurate and traceable.
Technical Problem Resolution
  • Investigate and resolve technical, operational and quality-related issues.
  • Lead root cause analysis and implementation of corrective and preventive actions.
  • Escalate significant technical or patient safety issues to the Lead and HOD, where further escalation to Clinical Governance Officer and management as required.
Safety and Risk Management
  • Promote a safe working environment and compliance with laboratory or radiation safety requirements.
  • Implement and monitor safety programmes, risk assessments and incident reporting systems.
  • Ensure staff are trained in workplace, biological, chemical and radiation safety practices as applicable.
  • Participate in emergency preparedness and business continuity activities.
Service Records and Governance
  • Review service records relating to laboratory tests, radiological examinations and operational activities.
  • Ensure documentation is accurate, complete and auditable.
  • Support investigation of service incidents, complaints and quality events.
  • Monitor service quality indicators and prepare management reports where required.
Administration & operation
  • Manpower and roster planning, reporting officer duties (Claim, Leaves approval

Required Competencies and Capabilities (Skills, Experiences and Professional Licences)

  • At least 5 years’ experience working at core laboratory environment at public or private healthcare establishment
  • Experience in regulatory and accreditation of medical laboratory will be advantageous
  • Team player and able to multi-task to manage multiple priorities
  • Good verbal and written communication skill – to conduct meeting/briefing, writing management report.
  • IT knowledge including AI and other M365 software
