Job description

Requirements:

  1. Implementation, monitoring, review, and recommendations for improving safety on Workplace Safety & Health and Environmental Management Systems at the project site.
  2. Advising the project management team on risk analysis, controls, and updates to legislation related to workplace safety, health, and the environment. Monitoring and implementing risk controls to prevent injuries and damage, ensuring standards for fall protection, and promoting resource saving, recycling, and reuse.
  3. Handling authorities on all spot checks, feedback, and complaints from residents/neighbouring estates.
  4. Collaborating with the project team to minimize disruptions such as noise, dust, and traffic.
  5. Maintaining WSHE records and liaising with relevant authorities.
  6. Identifying training needs and conducting WSHE training sessions.
  7. Establishing WSHE programs to promote safety awareness.
  8. Monitoring and improving WSHE performance by identifying unsafe conditions.
  9. Advising subcontractors on compliance with safety regulations.
  10. Conducting routine inspections and audits, ensuring corrective actions are taken promptly.
  11. Following up on deficiencies observed during inspections/audits and rectifying them ASAP.
  12. Recommending and advising project management on cessation of works that cannot be carried out safely due to immediate danger or serious consequences.
  13. Acting as secretary for the site WSHE Committee, ensuring monthly meetings and weekly coordination meetings are conducted.
  14. Compiling weekly and monthly WSHE reports for submission to the corporate WSHE department, developers, and consultants.
  15. Leading investigations into workplace incidents and recommending preventive measures.
  16. Issuing WSHE instructions, general correspondences, and penalties internally and to subcontractors.
  17. Scheduling and leading WSHE promotion activities, including emergency drills, campaigns, and mass talks.
  18. Conducting WSH training for relevant personnel to ensure adequate knowledge and safety awareness.
  19. Ensuring the permit-to-work system is correctly and effectively implemented.
  20. Establishing and regularly reviewing WSHE plans such as Noise Management, Public Safety, Fall Prevention, and Lifting Plans.
  21. Applying for international and local WSHE and occupational safety awards.
  22. Mentoring newcomers (safety personnel) and overseeing various officers, including Safe Management Officers (SMO) in accordance with Safe Worksite Criteria.
  23. Conducting regular inspections and checks to ensure compliance, reporting non-compliance, and documenting corrective actions.
  24. Reviewing SMMs if constant non-compliance persists.
  25. Performing duties as Fire Safety Manager, including executing the Emergency Response Plan and conducting fire drills.

Requirements:

  1. Possess at least a Diploma in Engineering or a Specialist Diploma in WSH.
  2. Must be registered as a WSHO with MOM and ECO with NEA.
  3. Preferably five (5) years of safety personnel experience in various construction projects.
