Job description

Job Purpose:

As the Safety Manager, you will spearhead the development and execution of the HSE/WSH management system across EPC/EPCM projects in Singapore. Reporting directly to the Engineering Director, you will ensure full compliance with local regulations and global standards (ISO45001), while proactively driving improvements and integrating safety into every process—from design through commissioning. Leveraging strong documentation and communication skills, you will oversee incident investigation, risk assessment, and high-risk work permits, and champion a positive safety culture by empowering teams and promoting behavioral safety. Your initiative will fuel continuous enhancements to the corporate safety system, protecting our people, clients, assets, and reputation.

Key Responsibilities:

  1. Lead and manage the development, implementation, and continuous improvement of the company’sHSE/WSH management system in line with Singapore regulations (WSH Act, bizSAFE, ISO 45001).

  2. Ensure compliance with local legislation and company policies.

  3. Conduct regular site inspections, audits, risk assessments, HAZIDs; identify hazards and drive corrective/preventive actions.

  4. Oversee Permit-To-Work (PTW), scaffolding, lifting, commissioning, excavation, confined space, hot work, and other high-risk activities.

  5. Investigate incidents and near-misses; perform root cause analyses and implement corrective actions.

  6. Manage emergency preparedness—including drills, contingency planning, and safety campaigns.

  7. Facilitate safety training programs, toolbox talks, inductions, and promote HSE awareness culture.

  8. Maintain up-to-date HSE documentation—safety manuals, audit reports, permits, training records—and prepare reports for management review.

  9. Interface with clients, regulatory bodies (MOM, NEA, SCDF), and subcontractors to ensure alignment on safety requirements.

  10. Lead and mentor HSE professionals and coordinate with project teams to ensure a strong safety culture.

  11. Work closely with the Engineering Director to align safety requirements with engineering design, execution planning, and operational workflows—facilitating seamless integration of safety controls from concept through commissioning

  12. Promote a strong safety culture across all organizational levels by modeling leadership commitment, driving behavioral safety initiatives, empowering employees, and reinforcing the value of safety as a core company value.

  13. Prepare and maintain accurate safety documentation (reports, permits, logs, training records), and manage email communications efficiently—ensuring prompt, clear, and organized correspondence. Effective paperwork and email systems support compliance and expedite operational decision-making

  14. Proactively identify and recommend improvements to the corporate safety system: analyze trends and weaknesses, propose enhancements to safety standards, procedures, and organizational structure—driving systemic improvements, not just site-level fixes .

Key Requirements:

  • Bachelor’s degree in Engineering, Occupational Safety, or related field.

  • Registered Safety & Health Officer (SHO)/WSH Officer (WSHO) in Singapore; ECO/FSM preferred.

  • 7–10years of experience in HSE roles within EPC/EPCM or major construction projects.

  • Strong knowledge of Singapore regulatory framework

  • Proven experience in risk management, incident investigation, auditing, emergency response, and PTW implementation.

  • Excellent communication skills in English; Chinese proficiency a plus as we are seeking candidates proficient in Mandarin to effectively communicate with Mandarin-speaking clients.

  • Demonstrated leadership and stakeholder engagement capabilities.

  • Ability to operate under pressure, adapt to project dynamics, and work flexible hours.
