Risk Manager

Position Overview

Our client are seeking an experienced Risk Manager in identifying, assessing, mitigating, and monitoring risks throughout the project lifecycle for a major onshore natural gas project in Singapore. This role involves developing and implementing risk management strategies to ensure the project is delivered on time, within budget, and in compliance with safety, regulatory, and environmental standards. The Risk Manager will work closely with project teams, contractors, and stakeholders to minimize potential threats and capitalize on opportunities.

Location: Singapore (Site-Based with Office Coordination)


Employment Type: Full-Time, Contract (Project-Based)


Reporting To: Project Manager

Key Responsibilities:

1. Risk Identification & Assessment:

  • Conduct comprehensive risk assessments for all project phases (Engineering, Procurement, Construction, Commissioning, and Startup).
  • Identify potential risks related to cost, schedule, safety, quality, regulatory compliance, contractors, and external factors (market, geopolitical, environmental).
  • Utilize risk assessment tools (e.g., FMEA, HAZID, HAZOP, Quantitative Risk Analysis) to evaluate impact and probability.

2. Risk Mitigation & Control:

  • Develop and implement risk mitigation strategies, contingency plans, and response actions.
  • Ensure risk controls are integrated into project planning and execution.
  • Monitor contractor and supplier risk management performance.
  • Conduct regular risk workshops with project teams and stakeholders.

3. Risk Monitoring & Reporting:

  • Maintain a dynamic risk register and update risk profiles as the project progresses.
  • Provide regular risk reports to senior management, highlighting critical risks and mitigation status.
  • Track key risk indicators (KRIs) and early warning signs.
  • Support decision-making by presenting risk analysis and recommendations.

4. Compliance & Best Practices:

  • Ensure compliance with company risk policies, industry standards (ISO 31000, PMI), and regulatory requirements.
  • Promote a strong risk-awareness culture across the project team.
  • Benchmark against industry best practices for project risk management.

5. Stakeholder Coordination:

  • Liaise with engineering, procurement, construction, HSE, and finance teams to align risk management efforts.
  • Engage with external stakeholders (regulators, insurers, joint venture partners) on risk-related matters.

Qualifications & Experience:

  • Education: Bachelor’s degree in Engineering, Project Management, Risk Management, or related field. Master’s degree or professional certifications (e.g., PMI-RMP, IRM, CERM) preferred.
  • Experience: Minimum 10 years in risk management, preferably in oil & gas, LNG, or large-scale energy projects.
  • Technical Skills:
    Proficient in risk management software (e.g., @Risk, PertMaster, ARM).
    Strong knowledge of project management methodologies (PMBOK, PRINCE2).
    Familiarity with LNG project lifecycle and associated risks.
  • Soft Skills:
    Excellent analytical, problem-solving, and decision-making abilities.
    Strong communication and stakeholder management skills.
    Ability to work under pressure in a fast-paced environment.

Work Environment:

  • Site-based role with occasional office work; may require travel to contractor locations.
  • Must adhere to strict HSE policies in Natural Gas plant environments.

  • Timeliness and accuracy of risk reporting.
