Responsibility for all facilities operations for a defined region (SE Asia). Able to operate independently with minimal supervision. Oversee team to ensure a culture of safety, customer service, compliance and quality. Able to lead a highly matrixed team and demonstrate an owner's mentality across technical, soft, and experience services. Oversight of client capital and operating budgets for the region; as well as oversight of account performance per Account P/L. Assist in the development and implementation of the annual account plan as identified by the Account Director.
Responsible for site facilities operations and establish Property Management Operational procedures and roll out for site staff. Responsible for delivery of services in accordance with the clients’ Management SLA and ensure compliance with all governmental regulations.
The single point of property management issue for SE Asia FM at the sites. Implement cost saving programs to reduce costs on utilities. Manage all contract vendors to carry out property management audits/maintenance as scheduled.
Property Management Standards
- Develop property management service standards including maintenance specifications and SOP.
- Initiate planning of property management procedures.
- Provide solutions for property management issues.
- Initiate a system to measure the quality of performance on a monthly basis.
- Initiate Preventive Management Program.
Operational Involvement
- Responsible for early involvement in Facilities Operation and provide advisory services during site inspection and project development.
- Solution provision for minor projects and coordinating with contractors/vendors from initiation to completion.
- Management of parts inventory and life cycle replacement.
- Maintenance of O&M manual.
Client Interaction
- Assist to complete client/JLL audits on property management services.
- Establishment and implementation of property management budgets.
- Liaise with Engineering team to organize power downs from FM perspectives.
- Communicate with the BMO/Landlords for building issues for client operations.
Emergency and Incident Management
- 24 x 7 emergency call support and site attendance as required.
- Preparing incident reports.
- Assist monthly FM report.
Team Management
- Property management support to projects and the SE Asia facilities managers.
- Management and administration of SE Asia facilities management team.
- Delegate for Regional Account Manager in his absence, if required.
Quality Management
- Manage all outsourced service contracts, including inspections and quality management of service delivery.
- Undertake comprehensive tendering procedures for all outsourced services.
- Ensure compliance with the client's policies and procedures.
- Ensure compliance with JLL-the client FM Operations Manual procedures.
- Ensure compliance with contractual SLA in order to meet KPI targets.
Reporting and Compliance
- Engage in the compilation and delivery of appropriate weekly/monthly/quarterly/annual reporting to clients.
- Ensure compliance with Jones Lang LaSalle minimum audit standards.
