Job description

Key Responsibilities

1. System Development and Financial Governance

  • Lead the design and implementation of the regional financial management system, aligning with group strategies and regulatory standards.
  • Develop, standardize, and continuously refine financial management processes and foundational policies to enhance transparency and compliance.

2. Asset and Fund Management

  • Oversee the management and monitoring of regional assets and funds, ensuring compliance with national and group-level regulations.
  • Establish robust internal control frameworks and risk warning mechanisms to safeguard state-owned assets.
  • Drive initiatives to improve capital efficiency and optimize resource allocation.

3. Taxation and External Audit

  • Direct regional tax planning, filings, and compliance processes, ensuring timely submissions and adherence to local and international regulations.
  • Coordinate external audits for regional entities and provide oversight and strategic guidance to subsidiary-level financial teams.

4. Financial Planning and Budgeting

  • Lead strategic financial planning and cross-border tax optimization across the region.
  • Manage the end-to-end budgeting process, including rolling forecasts and scenario modeling.
  • Provide financial insights to support business growth and risk mitigation.

5. Financial Support and Oversight

  • Guide and support financial management practices of national subsidiaries within the region.
  • Conduct regular financial inspections and reviews to ensure alignment with group standards and strategic goals.
  • Champion the implementation of digital and intelligent finance systems to enhance efficiency and decision-making.

6. Financial Reporting

  • Oversee the timely and accurate preparation of regional financial statements, management reports, and board-level reporting (monthly, quarterly, and annually).
  • Ensure alignment with IFRS, PRC GAAP, and group-specific reporting requirements.

7. Performance Appraisal and Strategic Alignment

  • Lead the design and execution of performance management frameworks across the region.
  • Oversee performance evaluations for regional and national subsidiaries, ensuring strategic alignment with group objectives and KPIs.
Qualification Requirements

Educational Background

  • Master’s degree or above in Accounting, Finance, Business Administration, or related disciplines.
  • CPA, ACCA, or equivalent international professional certification strongly preferred.

Work Experience

  • At least 10 years of progressive experience in financial leadership roles, preferably within large multinational corporations or state-owned enterprises.
  • Demonstrated experience in managing cross-border finance operations, enterprise transformation, and digital finance initiatives.

Skills and Competencies

  • Strategic thinker with strong business acumen and leadership capabilities.
  • Excellent analytical, communication, and cross-functional coordination skills.
  • Deep understanding of financial regulatory frameworks in both domestic and international contexts.
  • Proficiency in Mandarin (Due to the need to report and coordinates with HQ which is located in China) and English, with strong ability to communicate across cultural and functional lines.
  • Proven track record in team development and stakeholder engagement at the executive level.
