Regional Design & Estimation Manager (APAC)

About The Role
The Regional Design & Estimation Manager (APAC)leads the bid and design function for AVTEL’s operations across APAC. This role is responsible for managing a team of bid estimators and designers to ensure the timely and high-quality delivery of complex and high-value bids. The role combines hands on bid management, project leadership, people management, technical oversight, and strategic collaboration to ensure AVTEL’s competitive edge in the marketplace.
As a regional leader, the Regional Design & Estimation Manager will work closely with internal departments and business stakeholders to align bid content with technical and commercial requirements. The role will also be responsible for driving consistency, innovation, and continuous improvement across bid processes, templates, and tools, while fostering a culture of excellence aligned with AVTEL’s ICCCE values.
Key Responsibilities
Leadership & People Management
Recruit, build, mentor and manage a small team of bid estimators and designers based in Singapore.
Foster a high-performing, collaborative team culture that reflects AVTEL’s values.
Set and monitor individual and team objectives, ensuring accountability and performance.
Conduct regular performance reviews, coaching, and skills development initiatives.
Allocate team resources to meet fluctuating bid demands and business priorities.
Champion employee engagement, retention strategies, and succession planning.
Bid Management & Strategy
Engage in hands-on bid management work, contributing directly to bid content and strategy.
Oversee the regional end-to-end bid process from prequalification to final submission.
Define regional bid strategy in collaboration with Group Bid Manager and Sales leadership across the region.
Coordinate bid planning, scheduling, and resource allocation to meet deadlines.
Review RFI/RFP/PQQ documents and ensure compliance with client specifications.
Develop and refine win strategies, value propositions, and competitive positioning.
Lead bid reviews at key stages and ensure internal approvals and governance are met.
Design & Estimation Oversight
Oversee technical bid content including solution design, layout plans, and technical documents.
Ensure estimation accuracy and alignment with project delivery and client expectations.
Integrate design and cost modelling into proposals to reflect feasibility and profitability.
Collaborate with engineering and estimating teams to optimize designs for bid competitiveness.
Review internal cost structures, project margins, and cashflow models for accuracy.
Stakeholder Engagement & Collaboration
Act as the regional liaison for all internal bid-related stakeholders, facilitating coordination between business stakeholders.
Organize and lead bid kick-off, progress, and review meetings with all contributors.
Maintain relationships with external consultants, suppliers, and subcontractors as needed for design input or proposal content.
Process Improvement & Tools Management
Drive improvements in bid workflows, templates, and documentation standards.
Ensure consistent use of digital collaboration platforms (Office 365, SharePoint, NetSuite).
Maintain and improve the bid library, content repository, and pricing templates.
Champion data-driven decision-making and process automation where applicable.
Reporting & Pipeline Management
Provide bid progress updates, risk flags, and performance metrics to the Group Bid Manager.
Monitor and report on team workload, pipeline activity, and regional win rates.
Track and support updates in NetSuite related to sales opportunities and bid milestones.
Who we are looking for
We are looking for a dynamic and hands on professional with a strong background in bid management, technical design, or pre-sales—ideally within the security, construction, or ICT sectors. The ideal candidate will have 5–7+ years of relevant experience and at least 2 years in a leadership role, with a proven ability to manage complex, multi-regional bids and lead high-performing teams. You possess a solid understanding of system integration design and pricing is essential, along with excellent organizational, communication, and stakeholder management skills.
Skills & Experience Required
5–7+ years of experience in bid management, technical design, or pre-sales roles in security, construction, ICT, or related industries.
Minimum 2–3 years of people leadership experience.
Demonstrated ability to lead large, multi-disciplinary bids across multiple regions.
Strong technical understanding of design solutions and pricing in a systems integration context.
Excellent organizational skills and ability to manage multiple priorities under tight deadlines.
Proficient in Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams), SharePoint, and bid portals.
Strong written and verbal communication skills; capable of engaging with stakeholders at all levels.
Experience with NetSuite or similar ERP/CRM systems is desirable.
Ability to work independently and as part of a global, cross-functional team.
