Primary Objectives Of Position
- To ensure a competency management system is established and updated to maintain a competent, future-ready workforce.
- To develop strategies and plans to enhance training effectiveness and scale the training system in alignment with business goals.
- To lead and manage the Training Development team and collaborate with internal and external stakeholders to pursue excellence and ensure efficient functioning of the Rail Training Institute.
Major Responsibilities
- To ensure that the Rail Training Institute exercises governance on training matters for SBST Rail through policy formulation and oversight of implementation.
- To review and develop training curricula that effectively meet the competency requirements of SBST Rail staff.
- To structure and update the competency management system to support the scalability of SBST Rail's business.
- To seek collaboration opportunities with stakeholders and partners to enhance the capabilities of the Rail Training Institute.
Specific Safety Responsibilities
- Ensure staff are adequately trained in workplace safety.
- Ensure staff comply with workplace safety rules.

Job Specifications
Minimum Education / Qualifications
- Degree/Diploma in learning/training & development or related discipline.
- Preferably certified in ACTA/ACLP, DACE/DDDLP, or related disciplines.
Minimum Years Of Relevant Experience
- At least ten years of experience in learning & development, managing all facets of the training cycle (ADDIE: analysis, design, development, implementation, evaluation).
- Preferably with rail experience or related operations & maintenance fields.
Knowledge/Skills
- Knowledge of rail operations & maintenance.
- Strong communication and writing skills.
- Analytical and problem-solving skills.
- Coaching and facilitation skills are preferred.
