COMPANY DESCRIPTION

We are one of the largest one-stop Underground Utilities Infrastructure companies based in Singapore. We provide Underground Utilities Infrastructure construction and maintenance, sewer pipeline rehabilitation, road and airfield construction and maintenance as well as asphalt pre-mix production and construction waste recycling.

RESPONSIBILITIES

As a Quantity Surveyor, you will be responsible for managing project costs and contracts, including evaluating payment claims, conducting site measurements, and preparing budgets. You'll handle contract administration, negotiate with vendors, and ensure compliance with regulatory and safety standards. The role also involves coordinating material requests, maintaining proper documentation, and supporting the project team with various commercial and administrative tasks.

Key Responsibilities:

  • Prepare detailed cost estimates, budgets, and tender documents based on project drawings and specifications.
  • Review, draft, and administer contracts with clients, subcontractors, and suppliers.
  • Evaluate and certify subcontractor and supplier payment claims.
  • Conduct on-site measurements to support progress claims and variation assessments.
  • Prepare valuation reports and progress claims.
  • Negotiate prices and terms with vendors and subcontractors.
  • Monitor project costs and control expenditures to stay within budget.
  • Implement value engineering strategies to reduce costs without compromising quality.
  • Ensure compliance with all statutory requirements, safety regulations, and contractual obligations.
  • Maintain accurate records and documentation for contracts, claims, and cost reports.
  • Collaborate closely with project managers, site teams, procurement, and finance departments.
  • Support final account preparation and project close-out processes.
  • Attend site meetings, client briefings, and commercial reviews.
  • Perform other duties or tasks as assigned by the immediate superior or Head of Department.
QUALIFICATIONS
  • Degree in Civil Engineering recognized by the Singapore Professional Engineers Board (PEB)
  • Minimum 1 to 2 years of relevant experience in quantity surveying, construction, or civil engineering
  • Familiarity with underground utilities work (e.g., cable pipes or similar civil site works) is an advantage
  • Strong project coordination and cost control skills, with a practical, hands-on understanding of site operations
  • Excellent communication and interpersonal abilities to collaborate effectively with internal teams, clients, and consultants
  • Self-motivated and capable of working independently in a fast-paced, deadline-driven environment
  • Strong analytical and problem-solving skills, with attention to detail and a commitment to accuracy and quality
