Job summary

JACK ENTERPRISE PTE. LTD. in Singapore is seeking a skilled professional to manage cost estimation, budgeting and cost control for project lifecycles.

You will prepare BOQs, tender documents, monitor expenditures, validate progress claims, and coordinate with project teams to ensure financial discipline and timely settlements. Experience in contract management and variation orders is a plus, as is ability to compile regular cost reports for management review and forecasting.

Responsibilities

• Prepare project cost estimates and budgets.
• Calculate quantities and costs for materials, labour, equipment, and subcontractors.
• Monitor project costs against the approved budget.
• Prepare tender documents and Bills of Quantities (BOQ).
• Obtain and compare quotations from subcontractors and suppliers.
• Evaluate tender submissions and recommend suitable subcontractors.
• Prepare and manage subcontractor agreements.
• Monitor contract terms, scope of work, and payment conditions.
• Handle contractual issues and variations.
• Prepare monthly progress claims.
• Verify subcontractors' progress claims.
• Check work completed and certify payment amounts.
• Follow up on outstanding payments.
• Identify and evaluate variation works.
• Prepare variation quotations and supporting documents.
• Negotiate variation costs with clients, consultants, and subcontractors.
• Monitor actual expenditure against the project budget.
• Track committed costs and forecast final project costs.
• Identify potential cost overruns and recommend corrective actions.
• Prepare and negotiate the final account with the client.
• Finalise subcontractor accounts.
• Ensure all variations, claims, and outstanding payments are properly settled.
• Maintain contracts, BOQs, quotations, claims, variation orders, and payment records.
• Prepare regular cost reports for management.
• Coordinate with the Project Manager, Site Engineer, Accounts, and consultants.
