Job summary

JEL MAINTENANCE PTE LTD is seeking a QAQC Engineer in the M&P field to prepare and review ITPs, analyze project specs to code requirements, and oversee welding procedures and NDT plans. You will inspect materials, interpret drawings, and coordinate with surveyors and client representatives to ensure compliance and quality.

Requirements include a diploma/degree in construction, 3–5 years’ experience, knowledge of QA/QC software and codes, and certifications such as ASNT Level-2, CWI or CSWIP 3.1.

Qualifications

• Diploma or degree in a construction related field.
• Minimum 3–5 years of QAQC Engineer/M&P field experience.
• Good knowledge of codes and QAQC software.
• Must have ASNT Level-2, CWI or CSWIP 3.1 or equivalent.

Responsibilities

• Prepare and review ITP and quality procedures.
• Analyse project specification, standards and code requirements (AWS D1.1, ASME B31.1, ASME B31.3, ASME Sec I & ASME Sec IX).
• Conduct, witness and review welding procedure specifications and welders’ qualifications.
• Inspect materials (CS, SS, alloy steel) and verify against mill test certificates.
• Interpret drawings and oversee visual inspection and NDT test plans.
• Document inspection/test reports and delivery documents.
• Coordinate with classification surveyors and owner’s representative on inspection needs.
• Perform hydrostatic/pneumatic tests and related verification per client requirements.
• Identify root causes of production non-conformities and initiate corrective actions.
• Audit and review internal and contractors’ QA systems; maintain traceability records.

• Prepare and review of ITP and quality procedures.
• Analyse and familiarize with project specification, standards and code requirement i.e. AWS D1.1, ASME B31.1, ASME B31.3, ASME SecI & ASME SEC IX etc.
• Conduct, witness and review welding procedure specification and welder/welding operator’s qualification test.
• Knowledge of various materials i.e. CS, SS, Alloy Steel etc., and able to carry out material receiving inspection (raw materials, valves etc.) against mill test certificates.
• Interpret drawings, prepare, review and oversee the execution of visual inspection and NDT test plans.
• Monitor and ensure proper documentation of project inspection and test reports and review delivery documents.
• Liaise with classification surveyors and owner’s representative on daily inspection requirements.
• Perform specific inspection and related activities i.e. visual inspection dimension verification, hydrostatic/pneumatic test etc. in compliance with class/client requirement.
• Evaluate and resolve technical problems from production related to error in construction, initiate action to prevent the occurrence of product non-conformities.
• Audit and review internal and contractors’ quality system.
• Verify and maintain material and welder traceability records. Prepare and compile traceability records.
• Coordinate and supervise QA/NDT inspector on project status and on QA technical matters.
• Other ad-hoc duties deemed fit and necessary by the company.

Requirements

• Diploma / Degree in construction related field.
• Minimum (Degree-3 & Diploma-5) years of working experience as a QAQC Engineer M&P field.
• Good knowledge of Codes and other QAQC related software.
• Must have Certification in ASNT Level-2, CWI or CSWIP 3.1 or equivalent.
