Job summary

SeaOwl Singapore seeks a QA/QC Manager to ensure quality, compliance, and reliability across project lifecycles, integrating into the Quality Assurance/Quality Control team.

You will lead the QA/QC team, coordinate with project management, engineering, procurement and construction to ensure quality, and manage inspections, ITPs, NCRs, audits, and handover documentation, driving right-first-time outcomes.

Qualifications

• Bachelor's degree in Engineering from a recognised institution.
• ISO 9001:2015 Lead Auditor certification is mandatory.
• 10+ years in QA/QC, with at least 5 years in management on EPC/offshore/oil & gas projects.
• Strong knowledge of ISO 9001 and related standards (IEC/IEEE/ASME).

Responsibilities

• Develop, implement, and maintain the Project Quality Plan per contract and ISO/standards.
• Lead the QA/QC team, including inspectors and subcontractor quality reps.
• Coordinate with project management, engineering, procurement and construction to ensure quality.
• Approve inspection schedules and ensure ITP-compliant inspections.
• Manage NCRs, CARs, PARs with root-cause analysis and corrective actions.

Job description

As a QA/QC Manager, you will play a key role in ensuring the quality, compliance, and reliability of deliverables throughout the project or operational lifecycle. You will be directly integrated into the Quality Assurance / Quality Control function.

Your main responsibilities will be:

• Quality Management Planning & Implementation: Develop, implement, and maintain the Project Quality Plan (PQP) in compliance with contract requirements, ISO 9001, and client specifications.
• Leadership & Coordination: Lead the QA/QC team, including QC Inspectors, QC Clerks, and subcontractor quality representatives.
  Coordinate with project management, engineering, procurement, and construction teams to ensure quality requirements are fully understood and implemented.
  Act as the primary interface with the client’s quality representatives and third-party inspectors.
• Inspection & Compliance: Approve inspection schedules and ensure that inspections are conducted in accordance with approved ITPs.
  Monitor fabrication, installation, and testing activities to verify compliance with drawings, specifications, and standards.
  Ensure that all equipment and materials meet contractual quality requirements before use.
• Non-Conformance & Corrective Action Management: Establish and manage the system for reporting, tracking, and closing Non-Conformance Reports (NCRs), Corrective Action Requests (CARs), and Preventive Action Requests (PARs).
  Lead root cause analysis and implement corrective measures to prevent recurrence.
• Auditing & Continuous Improvement: Plan and conduct internal and subcontractor audits to verify compliance with the QMS and contract requirements.
  Facilitate quality awareness training and toolbox talks for project staff.
  Identify and implement opportunities for continuous improvement in quality processes.
• Documentation & Handover: Oversee the preparation, maintenance, and control of all quality records, including inspection reports, material certificates, and test data.
  Ensure final quality documentation (as-built dossiers) is compiled and submitted for project handover.
• HSE & Integrated Management: Work closely with the HSE Manager to ensure that quality and safety systems are aligned and mutually supportive.
  Promote a culture of "right first time" in all project activities.

Requirement:

• Education: Bachelor's degree in Engineering (Mechanical, Electrical, Civil, or related) from a recognized institution.
• Certification: ISO 9001:2015 Lead Auditor certification (mandatory).
• Experience: Proven experience in QA/QC management or a similar quality-focused role. Experience in quality control, audits, inspections, or process improvement is an asset.
• Standards & Codes: In-depth knowledge of ISO 9001 Quality Management Systems and auditing processes. Familiarity with industry codes and standards such as IEC, IEEE, ASME, BS EN, and project-specific client specifications.
• Project & Sector Expertise: Minimum 10 years’ experience in QA/QC roles, including at least 5 years in a management position for EPC, offshore, or oil & gas projects. Experience managing quality across engineering, procurement, fabrication, construction, commissioning, and handover phases.
• Inspection & Testing Knowledge: Understanding of coating inspection, mechanical completion, and pre-commissioning requirements. Ability to interpret ITPs, method statements, and material certificates.
• Audit & Compliance Skills: Experience in planning, executing, and reporting on internal, external, and supplier audits. Skilled in identifying non-conformances and implementing effective corrective actions.
• Leadership & Communication: Proven ability to lead multidisciplinary QA/QC teams and interface effectively with clients and subcontractors. Strong communication and reporting skills, with experience presenting quality performance metrics to senior management and clients.
• Software & Tools: Proficiency in Microsoft Office Suite and quality management software (e.g., Q-Smartsheet, SharePoint). Familiarity with electronic document control systems for quality records.
