Job summary

SCAN - BILT PTE LTD is seeking a qualified QA/QC professional for on-site leadership at Jurong Island, Pulau Bukom, or other project sites. The role requires a Civil Engineering degree and 2–3 years of relevant experience in civil works within oil and petrochemical sectors.

The candidate will act as the primary QA/QC adviser, develop procedures, and ensure quality and safety on site, while coordinating with clients, consultants, and subcontractors to meet regulatory standards.

Qualifications

• Min degree in Civil Engineering disciplines.
• 2–3 years of Civil Engineering experience preferred, oil and petrochemical.
• On-site QA/QC adviser responsibilities.
• Ability to prepare QA/QC procedures and documents.

Responsibilities

• Act as the main QAQC adviser on the project site for subcontractors, craftspeople and operatives.
• Prepare and plan QAQC procedures and documents for the project/works.
• Attend to and prepare for any quality inspections required for the works.
• Formulate and implement a quality assurance program for the worksite.
• Maintain, formulate and follow through with a quality assurance system and audit requirements.
• Advise and monitor the operation team for quality execution on-site.
• Liaise with Clients, consultants, architects and subcontractors on quality execution and planning.
• Liaise with local authorities to ensure compliance with regulations.
• Oversee day-to-day site management including supervising the site crew to ensure quality.
• Prepare reports as required; resolve technical difficulties.

• Working Location - Jurong Island or Pulau Bukom or where projects required
• Working hours - Monday to Saturday, 0800 to 1700hours
• Qualification - Min degree in Civil Engineering Disciplines
• Preferred 2 to 3 years working experience in Civil Engineering Industries - Oil and Petrochemical
• Act as the main QAQC adviser on the project site for subcontractors, craftspeople and operatives
• Prepare and plan QAQC procedures and documents for the project/ works
• Attend to and prepare for any quality inspection required for the works
• Formulate and implement a quality assurance program for the worksite including but not limited to training, assessment and implementation to ensure quality works on site
• Maintain, formulate and follow through with a quality assurance system and follow through with the audit requirements
• Advise and monitor the operation team for quality execution of the works on-site
• Liaise with Clients, consultants, architects, subcontractors/ vendors with regards to quality execution and planning of the works
• Liaising with the local authority (where appropriate to the project) to ensure compliance with local construction regulations and by-laws concerning quality
• Liaising with clients and their representatives (architects, engineers and surveyors), including attending regular meetings to keep them informed of quality aspects of the works
• Day-to-day management of the site, including supervising and monitoring the site supervisory crew, labour force and the work of any subcontractors to ensure quality execution of the works
• Overseeing quality control and health and safety matters on site;
• Preparing reports as required;
• Resolving any unexpected technical difficulties and other problems that may arise.
• Updates job knowledge by tracking and understanding emerging construction practices and standards; participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
• Managing, monitoring and interpreting the contract design documents/ drawings supplied by the client, architect or consultant;
• Enhances organization's reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
