Job summary

sggovterp in Singapore is seeking an Engineer for the Planning, Development & Corporate Services (PDCS) Division of Water Reclamation Plants (WRP). You will join the Process team for New Kranji WRP or Changi WRP Phase 3 expansion, helping manage planning, development and implementation of a large-scale industrial plant.

You will work with consultants, operators and stakeholders to meet end-user requirements within timeline, quality, benefits and risks.

Qualifications

• Degree in Engineering (Environmental/ Chemical) or equivalent.
• Experience in plant design/ construction/ operations & maintenance work is preferred.
• Strong analytical and problem-solving skills.
• Excellent organisational, communication and interpersonal skills.

Responsibilities

• Collaborate with Consultants/Contractors and plant operators to develop/expand WRP within project timeline, scope and risks.
• Identify, evaluate and select treatment technologies to ensure effective water treatment and NEWater supply.
• Review consultant design assessments and ensure compliance with operations and maintenance needs, standards and practices.
• Coordinate engineering studies and resources recovery synergies."
• Prepare tender specifications, evaluate bids and recommend contract awards."
• Review design calculations from Consultants/Contractors to ensure meeting project objectives and constraints."
• Collaborate with Process/Civil/Mechanical/EICA/Cyber security teams to fulfil multi-disciplinary design requirements.
• Manage and monitor project progress to ensure timely completion within budget.
• Verify and process monthly progress claims of work."
• Coordinate with stakeholders for interfacing with Plants and ongoing contracts.

What the role is

As an Engineer with the Planning, Development & Corporate Services (PDCS) Division of Water Reclamation Plants (WRP) Dept, you will be deployed to the Process team of either New Kranji WRP or Changi WRP Phase 3 expansion, to play a key role in managing the planning, development and implementation of a large-scale industrial plant as part of a multi-disciplinary project team.

Your responsibilities may include the following:

What you will be working on

• Work closely with Consultants/Contractors, and plant operators to develop/expand WRP to ensure that end users' requirements are managed and met in terms of scope, quality, benefits and risks within the constraints of the project's timeline.
• Identify, evaluate and select various treatment technologies (both established and new) for consideration, while ensuring effective treatment of used water and enough NEWater to meet water demands.
• Review assessments by consultant on treatment processes and overall design of the plant, in collaboration with various stakeholders, taking into consideration of plant specific constraints, treatment requirements, future needs and current operational practice.
• Coordinate consultancy work for engineering studies that are critical to the project such as resources recovery synergies.
• Prepare tender specifications, evaluate bids and present recommendation for contract award.
• Review design calculations submitted by Consultants/Contractors and ensure compliance with requirements by existing operations and maintenance teams at WRPs, standards and code of practices.
• Design collaboration with Process/Civil/Mechanical/ EICA/ Cyber security counterparts to ensure fulfilment of multi-disciplinary design requirements.
• Manage and administer the projects and monitor their progress to ensure timely completion within budget.
• Verify and process monthly progress claims of work.
• Evaluate alternatives proposed by the Consultants/Contractors and ensure that the design meets the objectives of the project.
• Coordinate with all stakeholders for interfacing with Plants and other ongoing contracts.
