Job summary

PUB Public Utilities Board invites engineers to join the Flood Resilience Planning Department as an Engineer in the Planning & Strategy team. You will help chart medium to long-term flood resilience strategies for Singapore, focusing on coastal and inland protection and supporting implementation planning.

You will collaborate with PUB, other government bodies, and industry stakeholders to develop technical plans, analyses, and guidelines, while presenting findings to management and partners.

Qualifications

  • Degree in Engineering (Civil or Environmental) or related discipline.
  • Interest in hydrological, hydraulic and coastal-engineering processes, and applications in drainage and coastal protection planning.
  • Enjoy fast-paced environments with evolving solutions.
  • Strong written and verbal communication and presentation skills.
  • Willingness to learn and collaborate with multiple stakeholders.
  • Experience with quantitative data analytics software and GIS is a plus.

Responsibilities

  • Develop and review flood resilience plans and strategies factoring in the latest climate change projections.
  • Assist in developing and reviewing Codes of Practice and technical guidelines for coastal protection and stormwater drainage infrastructure.
  • Coordinate with government agencies and external stakeholders on coastal, stormwater and other infrastructure plans.
  • Support tender preparation and administration of consultancy studies for flood resilience planning.
  • Conduct technical analyses to support flood resilience frameworks, plans and policy reviews.
  • Prepare materials and conduct presentations for management and inter-agency meetings.
  • Support and conduct briefings to professional bodies and industry associations on Codes of Practice and technical guidelines.

Job description

[What the role is]

As an Engineer in the Flood Resilience Planning Department, you will be part of the Planning & Strategy team that is responsible for charting the medium to long-term flood resilience strategies for Singapore in the face of climate change.

You will also help to formulate detailed plans to strengthen Singapore’s resilience against both coastal and inland flooding, and plan for resources to facilitate implementation of coastal protection and inland drainage infrastructure. In addition, you will work closely with various teams within PUB, as well as other Ministries/ agencies and industry stakeholders on wide-ranging issues related to integrated flood-resilient infrastructure planning.

[What you will be working on]

[What we are looking for]

Someone who enjoys working in a dynamic environment to develop technical details and working with multiple stakeholders. The officer should also be passionate about playing a part in building Singapore’s long-term flood resilience to climate change. You should:

  • Possess a degree in Engineering (preferably Civil or Environmental, or with specialisation in Coastal Protection or Flood Management), or a related discipline (e.g. Geography, Environmental Science/Studies).
  • Demonstrate keen interest in developing strong competency in hydrological, hydraulic and coastal-engineering processes, and applications in drainage and coastal protection measures planning and design.
  • Enjoy working in a fast-paced environment with no precedent “fixed” answer.
  • Be willing to learn and explore new ideas and adapting solutions to Singapore’s context.
  • Have excellent analytical, writing, communication and presentation skills
  • Be self-motivated, resourceful, attentive to details, and have good organisational, planning and coordination skills.
  • Demonstrate ability to work independently and in/across teams effectively.
  • Experience with quantitative data analytics software and GIS software is a plus
