Job description

Job Title: Prosecuting Officer (Prosecution and Regulatory Enforcement Department)

Division: Legal Services Division (LSD)

Purpose: To administer justice through fair prosecution and adjudication, providing effective legal advice and solutions to support MOM’s mission.

Responsibilities:

  1. Assess cases of civil infringements, contraventions, and enforce penal provisions under Acts administered by MOM, including the Employment Act, Employment of Foreign Manpower Act, and Workplace Safety and Health Act.
  2. Evaluate investigation papers to make charging decisions, including issuing warnings or offering composition.
  3. Conduct mentions, pre-trial conferences, and trials in the State Courts.
  4. Assist in preparing for High Court proceedings, including criminal appeals.
  5. Prepare notes of evidence and Grounds of Decisions for appeals to the Appeal Board or High Court.
  6. Represent the Commissioner for Foreign Manpower before the Appeal Board.
  7. Provide legal advice to enforcement divisions regarding investigations and enforcement matters.
  8. Conduct training on various legal topics.
  9. Review and develop enforcement policies related to MOM issues.

Qualifications:

  • Possess an LLB degree from a recognized university or be called to the Singapore Bar.
  • Ability to advocate effectively and think quickly.
  • Strong written communication skills and persuasive reasoning.
  • Interest in court work.

Note: Employment as a Prosecuting Officer may count towards practice training requirements under the Legal Profession Act.
