Proposal Manager(Water/Environmental Engineer)

Our client company is seeking an experienced Proposal Manager to lead the preparation and submission of high-quality, competitive proposals for water treatment projects, particularly in the oil & gas sector. This role requires a strategic thinker with strong technical expertise, leadership skills, and a deep understanding of water treatment processes.

Job Responsibilities:

1. Proposal Development: Manage end-to-end proposal preparation, ensuring alignment with RFP/RFQ requirements, technical specifications, and submission deadlines.
2. Stakeholder Engagement: Build and maintain relationships with internal teams, clients, and industry partners to ensure clarity and collaboration throughout the proposal process.
3. Technical Expertise: Provide strategic input on water treatment system designs, process optimization, and compliance with industry standards and environmental regulations.
4. Cost Analysis & Budgeting: Review and validate cost estimates to ensure accuracy, competitiveness, and adherence to profit margin targets.
5. Cross-Functional Collaboration: Work closely with various departments (Process & Mechanical, Electrical & Instrumentation, Quality Control) to gather technical responses and address bid clarifications.
6. Process Improvement: Identify opportunities for efficiency, innovation, and cost reduction in proposal development and engineering solutions.
7. Quality & Compliance: Ensure all proposal content is clear, consistent, technically sound, and aligned with project requirements.
8. Project Coordination: Manage proposal timelines, resources, and deliverables, keeping projects on track for timely submission.
9. Team Leadership & Development: Mentor and guide a team of proposal engineers, fostering professional growth and ensuring high performance.
10. Reporting & Review: Conduct regular proposal progress meetings, providing insights and recommendations to internal stakeholders.

Job Requirements:

1. Minimum Bachelor’s degree in Environmental Engineering, Chemical Engineering, or a related field.
2. Minimum 15 years of experience in the water treatment or environmental engineering industry, with a focus on oil & gas projects.
3. Proven track record in process design and proposal management within the water treatment sector.
4. Strong knowledge of water treatment technologies, process engineering principles, and industry regulations.
5. Excellent leadership and people management skills, with the ability to mentor and manage a team of proposal engineers.
6. Strong written and verbal communication skills, with the ability to convey complex technical information effectively.
7. High attention to detail and ability to thrive in a deadline-driven environment.
