Job description

Contract Duration: 36 months

We are seeking an experienced and driven Project Manager to lead the implementation and rollout of Optical, a secure, government-grade headless CMS, for the redevelopment of the Parliament of Singapore website. This role involves overseeing the entire project lifecycle, ensuring timely delivery, budget adherence, and alignment with government standards.

Key Responsibilities

  • Define project scope, goals, and deliverables in collaboration with stakeholders.
  • Develop comprehensive project plans outlining timelines, milestones, and resource allocation.
  • Monitor and track project progress, adjusting plans as necessary to meet objectives.
  • Serve as the primary point of contact for all project-related communications.
  • Facilitate regular meetings with stakeholders to provide updates and gather feedback.
  • Ensure stakeholder requirements are accurately captured and addressed throughout the project.
  • Coordinate cross-functional teams, including developers, designers, and content managers.
  • Assign tasks and responsibilities to team members, ensuring clarity and accountability.
  • Foster a collaborative and productive team environment.
  • Identify potential project risks and develop mitigation strategies.
  • Address and resolve project issues promptly to minimize impact on timelines and deliverables.
  • Ensure that all project deliverables meet quality standards and comply with government regulations, including IM8 and PDPA.
  • Oversee testing phases to validate functionality and performance.
  • Monitor project budgets, ensuring expenditures align with financial plans.
  • Prepare regular budget reports and forecasts for stakeholders.

Requirements

  • Bachelor's degree in Computer Science, Information Technology, Project Management, or a related field.
  • Minimum of 5 years of project management experience, preferably in web development or CMS implementation projects.
  • Proven track record of managing projects within the public sector or government agencies.
  • Familiarity with headless CMS platforms, particularly Optical.
  • Understanding of web development technologies and frameworks.
  • Proficiency in project management tools such as Jira, Trello, or Microsoft Project.
  • PMP, PRINCE2, or equivalent project management certification is preferred.
  • Excellent communication and interpersonal skills.
  • Strong organizational and problem-solving abilities.
  • Ability to lead and motivate cross-functional teams.

Preferred Qualifications

· Experience with Agile and Scrum methodologies.

· Knowledge of Singapore government digital service standards and compliance requirements.

· Familiarity with accessibility standards (e.g., WCAG 2.1).

· Experience in managing vendor relationships and procurement processes.
