Job Summary:

We are seeking a hands-on Project Manager with a strong delivery background in banking technology, particularly in loan systems and digital banking platforms. This is the first assignment as a PM, and potentially we expect he/she could grow up as our Head of Fintech Delivery for APAC region.

The ideal candidate has prior experience working as a Business Analyst (BA), Solution Architect (SA), or Technical Lead (TL) and is capable of stepping into those roles when needed during project lifecycles. You will lead a hybrid team of onsite members and remote developers, while actively participating in analysis, design, or technical delivery activities as required.

Fluency in Mandarin and English is mandatory for managing stakeholders and teams across Singapore and Greater China regions.

Key Responsibilities:
  • Lead full project lifecycle delivery of loan-related banking solutions (e.g. origination, approval, disbursement, servicing, restructuring, collections)
  • Manage and coach an onsite team of BAs, SAs, TLs, QA testers, and coordinate with offshore development centers
  • Collaborate with remote full-function large-scale of development team (e.g., China, Malaysia, India or regional centers)
  • Take a hands-on role in BA/SA/TL activities when necessary:
    • Capture business requirements (BA role)
    • Review solution designs and technical integration (SA role)
    • Support development design/code review (TL role)
  • Define, track, and manage project plans, scope, resources, timelines, and risks
  • Drive project governance: reporting, change requests, escalations, documentation
  • Liaise with business stakeholders (product owners, operations, compliance) to ensure alignment between business goals and technology execution
  • Prepare and coordinate UAT, cutover, deployment, and post-go-live support
  • Ensure deliverables meet compliance, audit, and regulatory expectations
  • Champion Agile and/or hybrid delivery practices where applicable
Required Qualifications:

Experience:

  • 10+ years of IT project delivery experience in banking or financial services
  • Prior hands-on experience in at least two roles: Business Analyst, Solution Architect, or Technical Lead
  • Minimum 3+ years as a Project Manager leading medium-to-large scale implementations
  • Strong experience in loan business systems: retail loans, mortgage, SME or commercial lending platforms
  • Track record managing onsite-offshore delivery models

Functional Knowledge:

  • Familiar with loan origination, decisioning, and servicing workflows
  • Exposure to core banking systems and API/Middleware ntegrations
  • Comfortable reviewing functional specs, tech architecture diagrams, and test cases

Tools & Methods:

  • Familiar with JIRA, Confluence, MS Project, Visio, SQL, XML
  • Understanding of Agile, Waterfall, and hybrid models

Language & Communication:

  • Fluent in English and Mandarin (verbal & written) – essential for working with stakeholders and tech teams across Singapore and Greater China
  • Strong interpersonal and conflict resolution skills

Certifications (preferred but not mandatory):

  • PMP, PRINCE2, or Agile (Scrum Master, SAFe)
  • TOGAF, ITIL, or banking domain certifications are a plus
