Description

To effectively lead and ensure the engineering projects are carried out in compliance to corporate policies and all relevant authorities' regulations and laws to deliver quality project works against project plan.

Responsibilities

· Plan, prioritise and manage multiple engineering projects from conceptual development to handover, within budget, on time, safety and of the required quality.

· Prioritise tasks and assign team members to ensure that the team’s overall resources are used effectively and that project deadlines are met.

· Evaluate, and authorise changes that significantly impact the scope budget or timeline of a project.

· Lead the most complex or critical engineering projects, monitor progress and performance against the project plan.

· Identify and resolve operational problems and minimise delays.

· Ensure project compliance with corporate policies and guidelines.

· Ensure that organization and government standards on safety are met.

· Ensure that customer safety and quality specifications are constantly met.

· Allocate capital and human resources to maximise productivity.

· Analyse and approve project investments that best meet the organisation needs.

· Supervise the preparation of project budgets and proposals for capital expenditure and investments in equipment, systems, or other assets and resources.

· Involve in the pre- and post-sale bid preparation functions.

· To analyze and understand tender requirements.

· To supervise the collection of commercial, financial and technical information needed for the bid and proposal.

· To lead post proposal review to identify good practices and continuous improvements.

· Identify project risk and opportunities.

· Maintain risk management focus throughout the project duration.

· Implement HSE objectives, policy and company HSE procedures within his authority limit.

· To integrate Risk-based thinking and HSE considerations into business decisions, plans and operations with the commitment to eliminate and reduce HSE hazards, aspects and risks.

· To be proactive in creating a safe working environment for everyone and ensuring that HSE in-house rules are observed at all times.

· To consider HSE aspects when planning and carrying out tasks to eliminate and reduce HSE hazards, aspects, and risks.

Requirements

· Preferably Degree in Engineering or equivalent.

· Preferably 5-8 years of relevant managerial working experience in Oil and Gas industry with cumulatively 20 years’ experience in oil & gas.

· Previous experience as a project engineer on projects of up to turnover value of about S$ 700 million preferred.

· Excellent Interpersonal, management and leadership skills.

· Strong Business acumen and decision-making skills.

· Willing to travel overseas for business trips.

· Willing to be relocated to the required project site, if required.
