Job description

We are seeking a passionate and driven individual with a deep appreciation for technology and systems thinking. Our client – a key player in public sector digital transformation – is looking for a Project Manager to oversee the full lifecycle of enterprise application development and operations.

This is a strategic role requiring leadership in ICT application lifecycle management, and vendor performance monitoring, with a hands-on approach to stakeholder engagement and service excellence.

Responsibilities

• Lead and manage procurement and delivery of ICT products and services, ensuring governance and compliance with operational and financial standards
• Oversee multiple application development and maintenance projects, ensuring quality, timeliness, and business alignment
• Govern end-to-end system delivery: from infrastructure (networks, OS, storage) to enterprise web applications
• Drive compliance to tender requirements, policies, and international standards (e.g., ISO, ITIL)
• Lead vendor engagement, contract negotiation, and SLA enforcement to meet performance commitments
• Identify and resolve operational issues across internal teams, vendors, and end-users
• Champion the transformation towards native cloud computing (AWS, Azure, etc.)
• Maintain trusted relationships with stakeholders and serve as a bridge between business users and technical teams

Requirements

• Bachelor's Degree in Computer Science, Information Technology, or related discipline
• At least 6 years of ICT experience, with 3+ years in leading application projects and cross-functional teams
• Full lifecycle exposure to at least one mission-critical system (end-to-end SDLC)
• Strong ability to document and communicate complex technical concepts and system designs
• Skilled in project planning, stakeholder management, vendor coordination, and risk mitigation
• Demonstrated leadership with the ability to work independently and provide direction to teams
• Hands-on experience in troubleshooting application/infrastructure issues, managing change and deployment schedules
• Relevant certifications such as CITPM and PMP are highly preferred
• Willingness to support 24/7 mission-critical systems, including off-hours deployments and phone standby
