Job Description
We are seeking a highly skilled and motivated Project Engineer to join our team. The successful candidate will be responsible for overseeing the end-to-end implementation of Downstream Capex Projects, ensuring successful delivery throughout their entire lifecycle. This role requires strong project management skills, technical expertise, and a commitment to safety and quality.
Responsibilities
- Lead the end-to-end implementation of Downstream Capex Projects, from front end development to detailed design, construction, and commissioning.
- Employ the Shell Project Management Framework (PMF) and Opportunity Delivery Manual (ODM) to ensure projects are completed on schedule, on budget, and with an impeccable safety record.
- Provide regular project updates on cost and timeline performance, emerging risks, and mitigation measures.
- Custodian of portfolio project controls, ensuring Front-End Loading (FEL), cost effectiveness indicators (CEI), and timeline to ready-for-startup (RFSU) are in line with global benchmarking tools.
- Oversee engineering activities utilizing global EPCM partners, engineering consultancy firms, and local in-house contractors, ensuring compliance with Shell DEPs, international and local standards, and regulations.
- Liaise with Contracting & Procurement department to develop contracting strategies, support the project tendering process, and obtain stakeholders' support for the investment proposal.
- Adept at cost control and management of portfolio projects, to meet or exceed portfolio costing performance KPIs.
- Set expectations for implementation contractors on HSSE, quality, cost, and timeline, fostering long-term partnerships.
- Present effective construction methodologies and work plans, instituting contingency plans to ensure minimal disruption to business functions and operations.
- Manage project asset capitalization and fulfil Shell’s Distribution Global Asset Management Execution (DGAME) processes for proper project handover and financial closure.
Qualifications
- Bachelor’s degree in engineering or related field.
- Minimum 5+ years of experience in project management / engineering, preferably in the Oil & Gas industry.
- Candidates with tank maintenance experience will be an advantage.
- Strong understanding of project management methodologies and tools.
- Excellent communication and leadership skills.
- Ability to manage multiple projects simultaneously.
- Experience working with engineering partners, contractors, and vendors.
- Tank maintenance experience is preferred.
