We are one of the largest one-stop Underground Utilities Infrastructure companies based in Singapore. We provide Underground Utilities Infrastructure construction and maintenance, sewer pipeline rehabilitation, road and airfield construction and maintenance as well as asphalt pre-mix production and construction waste recycling.

RESPONSIBILITIES

Ley Choon Group is seeking a responsible and proactive Project Coordinator cum Environmental Control Officer (ECO) to support the execution of our underground utility and cable infrastructure projects. The ideal candidate will coordinate project activities and ensure compliance with environmental standards and regulatory requirements in Singapore.

Job Responsibilities:

Project Coordination

  • Assist the Project Manager in daily project activities, including planning, scheduling, implementation, and coordination of work.
  • Monitor and track project progress, ensuring alignment with timelines, specifications, and client requirements.
  • Conduct regular site inspections to verify compliance with approved designs, contract specifications, safety protocols, and quality standards.
  • Liaise with clients, consultants, authorities, and internal teams to ensure clear communication and smooth project execution.
  • Review and align project plans with management expectations and client performance criteria.
  • Propose and implement corrective actions for deviations from scope, timeline, or quality benchmarks.
  • Prepare and submit project documentation including method statements, risk assessments, progress reports, and monthly reports.
  • Coordinate the preparation and submission of monthly progress claims accurately and promptly.
  • Support teamwork and collaboration across departments to ensure successful project delivery.

Environmental Control Officer (ECO) Duties

  • Perform ECO duties as required, ensuring compliance with Singapore's environmental regulations and NEA requirements.
  • Implement and monitor environmental control measures at construction sites.
  • Identify and address environmental health risks or non-compliance issues.
  • Maintain updated environmental records and reports for audits and inspections.
QUALIFICATIONS
  • Diploma or Degree in Civil Engineering or a related discipline.
  • Must possess a valid Environmental Control Officer (ECO) Certificate and be registered with the National Environment Agency (NEA).
  • Minimum 2 years of relevant ECO experience, particularly in construction or civil engineering.
  • Experience in underground utility works, especially cable pipeline, is highly advantageous.
  • Strong interpersonal, communication, and client relationship skills.
  • Self-motivated, detail-oriented, and capable of working independently.
  • Possession of a valid Class 2 or 3 driving license is an advantage (to support site mobility).
