Job summary

PERSOL Singapore invites a senior leader to define delivery strategy and oversee enterprise banking platform implementations across regions. You will steer cross-functional teams, align with business objectives, manage risks and dependencies, and drive timely, high-quality outcomes.

This role requires strong governance, stakeholder and vendor management, and a commitment to continuous improvement and digitization within banking operations and trade finance processes.

Qualifications

• 20+ years of IT delivery experience in banking/financial services.
• Bachelor's or Master's degree in Computer Science, Information Technology, or related field.
• PMP or CAPM certification is a plus.
• Experience leading large-scale, multi-market platform implementations in banking/financial services, with focus on Trade Finance.
• Experience with infrastructure domains, cloud, and automation is beneficial.
• Experience working with cross-functional and remote teams.
• Familiarity with IT systems, SDLC, and technical terminology.
• Proficiency in MS Project, Jira, Trello, and MS Office Suite.
• Strong programme governance, risk management, and stakeholder management experience.

Key Responsibilities

Strategic Programme Leadership

• Define and execute programme delivery strategy aligned with business objectives and regional requirements.

• Develop scalable delivery plans that balance quality, efficiency, and operational needs across multiple markets.

• Ensure compliance with regional regulatory and governance requirements.

Regional Delivery Management

• Lead cross-functional teams across onshore and offshore locations.

• Coordinate delivery priorities across multiple countries and stakeholders.

• Drive collaboration between business, technology, vendors, and implementation partners.

Risk & Governance

• Proactively identify and mitigate programme risks, issues, and dependencies.

• Manage budgets, milestones, quality, scope, and delivery timelines.

• Resolve escalations and ensure successful programme outcomes.

Stakeholder & Vendor Management

• Engage senior stakeholders and provide regular programme updates.

• Manage relationships with business sponsors, technology teams, and external vendors.

• Present programme status and recommendations to leadership and steering committees.

Continuous Improvement

• Drive process optimization and delivery excellence across regional teams.

• Promote innovation and digitization initiatives within banking operations and trade finance processes.

Requirements

• 20+ years of IT delivery experience within the banking or financial services industry.

• Bachelor's or Master's degree in Computer Science, Information Technology, or a related field.

• Project management certification such as PMP or CAPM is a plus.

• Extensive experience leading large-scale, multi-market platform implementations in banking or financial services, with a strong focus on Trade Finance.

• Experience or certification in infrastructure domains and technologies, infrastructure security, cloud, and automation is beneficial.

• Experience working with cross-functional and remote teams.

• Familiarity with IT systems, SDLC, and technical terminology.

• Proficiency in MS Project, Jira, Trello, and MS Office Suite.

• Strong background in core banking, trade finance, payments, lending, or markets.

• Strong programme governance, risk management, and stakeholder management experience.
