Job Description

Programme Development

  1. Assess the complexity of client needs and the scope of services or programmes to be provided.
  2. Identify upcoming trends affecting programme success.
  3. Apply relevant principles, frameworks, and best practices in developing social service programmes.
  4. Develop and review service frameworks, work plans, resource requirements, and budgets.
  5. Determine resource allocation for programmes.
  6. Incorporate best practices and trends into programmes.
  7. Build collaborations and partnerships with agencies, funders, sponsors, and stakeholders in the social service sector for community development and re-integration.
  8. Pilot and refine service and programme parameters for successful implementation.
  9. Identify and utilize community resources and funding schemes.

Programme Implementation

  1. Adapt programmes and services to meet client needs and programme objectives.
  2. Develop strategies to address causes of client disengagement.
  3. Mobilise community stakeholders and resources for programmes.
  4. Develop and implement promotional strategies to increase participation.
  5. Identify barriers to participation and provide solutions.
  6. Coordinate resource allocation, logistics, and manpower for programme execution. Collaborate with other organizations to achieve programme goals.

Programme Evaluation

  • Analyze and validate evaluation outcomes based on programme plans.
  • Review the relevance and alignment of programmes with strategic objectives.
  • Provide feedback and reviews to social service professionals and stakeholders.
  • Assess new developments and incorporate best practices into programmes.
  • Review and recommend improvements to organisational policies and processes affecting programmes.

Stakeholder Management

  1. Organise stakeholder engagement activities.
  2. Address stakeholder needs and conduct stakeholder analysis.
  3. Maintain good relationships with team members, clients, and stakeholders.

Compliance

  1. Review and update KPIs and report to the Reporting Officer and Centre Director regularly.
  2. Monitor programme expenditure to ensure it stays within budget.
  3. Evaluate KPIs to ensure they are met within timelines as required by funding agencies.
  4. Prepare accurate reports and data.

Supervision of Staff

  1. Provide regular supervision and support for staff regarding workload and administrative issues.
  2. Guide staff in reflecting on their work and support their professional development.
  3. Manage staff with diverse capabilities and initiate career planning.

Ensure work plans align with organisational strategic goals.

Ad-hoc Duties

  1. Provide additional support as required or assigned.
Qualifications
  • Degree in Social Work or relevant disciplines from an accredited institution.

Relevant Experience

  • 5-6 years of relevant experience, with experience in event or programme design, planning, and implementation being advantageous.
  • Knowledge of social service practices is a plus.
  • Candidates with less experience may also be considered.
