Our facility in Singapore has key functions in research and development, procurement, sales and finance for our Lighting and Detection business lines, in addition to key functions related to our Optics Manufacturing capabilities.


This site produces optical lenses such as spherical, aspherical and plano optics, with large machine shop capabilities and expertise in optical coating and assembly. Our photonic products and solutions serve a wide range of markets and applications in the areas of medicine, life science, industrial manufacturing, defense, and aerospace, as well as research and development.


We are presently seeking a Program Manager that will lead the bid or tender process with customers.


Main responsibilities:

  • Lead the bid or tender process with customers.
  • Ensure that suitably skilled program team members are identified and appointed, and that their participation is agreed upon by their line manager, the relevant manager, and the Engineering Manager or Director.
  • Brief and involve the program team in the proposal preparation process.
  • Prepare the bid and manage its authorized release to customers.
  • Manage the Contract Review process, which must, at a minimum, address timescales, technical data, statement of work, and financial, commercial, and legal matters.
  • Own and manage the Project Plan by liaising closely with the Design, Operations, Finance, Commercial, and Legal departments to ensure that all customer requirements are clearly understood and can be met by the agreed deadline.
  • Manage the formal Design Review process, which, at a minimum, will include:
  • Preliminary Design Review (PDR)
  • Critical Design Review (CDR)
  • Final Design Review (FDR)
  • Production Readiness Review (PRR)
  • Additional reviews may be required for complex programs
  • Manage the company’s preparation for, input to, and participation in Customer Progress Reviews, in alignment with the agreed contract.
  • Manage any changes to the contract deliverables or scope of work, and request contract amendments when appropriate. All amendment requests should be managed and authorized according to the original bid process.
  • Manage and take responsibility for the program cost budget. Generate, monitor, and report cost accumulation profiles in a timely manner so that the project team and senior management are informed of spend-to-date, committed costs, and forecasted cost to completion.
  • Ensure that payment milestones are achieved and invoiced accurately.
  • Provide Program Status Reports to senior management on a monthly basis, using the Program Summary Sheet (PSS).
  • Maintain a risk register and proactively manage risks (e.g., financial, legal, technical, schedule), highlighting key risks and recommending corrective actions.

Job Requirements:

  • Degree or equivalent in Engineering, Technology, or a related field.
  • Project Management Professional (PMP) certification preferred.
  • More than five years of relevant experience in an engineering or high-tech environment.
  • Proven success in managing full product lifecycles and leading cross-functional teams.
  • Proficient in project management methodologies and tools.
  • Strong leadership and stakeholder management skills.
  • Excellent communication, negotiation, and organizational abilities.
  • Ability to work effectively in a fast-paced, compliance-driven environment.
