Job summary

A*STAR IHDP in Singapore invites an experienced programme manager to help develop SG-NEST, the national life-course research resource. You will report to the program director and work with researchers, policy makers and stakeholders across technical, legal and ethical domains.

The role focuses on strategic prioritisation, risk management, data governance and coordinating use-case studies from data sources to ensure timely, compliant delivery and impact on biomedical research and health policy.

Qualifications

• Bachelor's or Master's in business, management, life sciences or related field.
• 5-7 years of experience in large programme management.
• Familiarity with the Singapore healthcare, research and policy is a plus.
• Meticulous in preparing presentations, reports and briefings.
• Good basic understanding of electronic health records, biomedical ethics and research regulations.
• Ability to engage constructively with multiple stakeholders to reach consensus.
• Ability to contribute towards success of programme.

Responsibilities

• Provide leadership, supervision and direction for the program's activities.
• Develop overall strategic priorities, scope and schedule for the program's use cases and execute the plan.
• Monitor overall progress of program, identify and manage potential risks throughout program's life cycle and work with stakeholders to ensure progress is on schedule and on budget.
• Oversee and coordinate allocation of resources amongst projects to maximise efficiency.
• Oversee program's and use cases' financial resources utilization and budget management.
• Assist program director in creating reports to executive committee and updating stakeholders.
• Work with technical lead and stakeholders to create data QC/QA pipelines, data request and governance processes.
• Coordinate activities and communication between different project teams and stakeholders.
• Manage contractual (e.g. research, data sharing) negotiations and execution.
• Assist program director on all other related matters, as required.
