Job summary

Key Responsibilities

• Lead Operational Excellence and Workforce Uplift: Drive organizational transformation from current operations to product operations practices
• Lead cross-functional operations: Provide leadership in dynamic, cross-functional environments across the Ministry’s digital product landscape, establishing standardized processes that scale across teams
• Champion cultural shift: From BAU operations to product operations practices, implementing the 5 core pillars of product operations excellence
• Define and implement standards: Establish operational standards and best practices that improve product delivery speed and quality

• Drive Scalable, Insight-Led Product Operations: Transform raw data into actionable insights that fuel better product decisions
• Build data infrastructure: Develop analytics platforms that provide centralized access to product metrics and user insights
• Strengthen data flows: Enhance sharing between support and product teams through automated dashboards and reporting
• Adopt scalable tools: Lead automation and documentation practices that reduce manual coordination overhead
• Establish metrics framework: Create trusted metrics that make insights actionable

• Enable Delivery Through Operational Governance: Establish lightweight frameworks that enable clarity and accountability without stifling autonomy
• Governance modernization: Evolve lightweight frameworks to improve clarity and accountability for product teams
• Standardize workflows: Support onboarding, incident handling, release processes, and cross-functional coordination
• Coordinate delivery quality: Drive improvements, reduce operational risk, and align cross-teams
• Risk and quality assurance: Implement risk mitigation and QA frameworks across the product lifecycle

• Master Product Launch Excellence: Orchestrate end-to-end launch coordination for seamless product delivery
• Launch readiness: Lead readiness for digital products and tools including scope, metrics, plans, and stakeholder alignment
• Risk frameworks: Manage launch risk with live registers and mitigation strategies
• Cross-functional execution: Centralize milestone tracking, coordination, and post-launch retrospectives
• Continuous improvement: Capture lessons learned and drive iterative enhancements

• Cross-Functional Influence: Align diverse stakeholders including product, engineering, policy, and business teams around shared outcomes

• Government Technology Fluency: Understanding of public sector digital transformation, citizen-centric service design, and Singapore’s Smart Nation initiatives

Requirements

• Education: Bachelor’s degree in Computer Science, Information Systems, Engineering, Business Administration, or related fields

• Experience: Minimum 8 years of experience in product operations, digital transformation, or strategic operations roles
• Leadership: Proven track record leading operational teams, communities of practice, or large-scale digital initiatives
• Complex environments: Experience building operational capability in multi-stakeholder contexts
• Public sector exposure: Background in technology, government digital services, or citizen-facing platforms preferred

• Technical Competencies: Advanced understanding of agile methodologies, modern delivery toolchains, and scalable product workflows
• Data and analytics: Expertise in data-driven operations, analytics platforms, and product metrics design
• Compliance familiarity: Familiarity with government technology standards and citizen service design principles

• Strategic Capabilities: Demonstrated success in organizational culture transformation and change management
• Governance and partnerships: Ability to design scalable processes, governance frameworks, and manage vendor/partners
