Job description:
Reporting to the Head of Administration, the Procurement Senior Executive / Assistant Manager will serve as the primary contact for all procurement matters and will be responsible for:
- Administering quotation and tender processes, reviewing procurement documents, and ensuring adherence to university policies and procedures.
- Publishing sourcing requests and responding to supplier queries.
- Collating bids for evaluation and negotiating with vendors to ensure financial prudence.
- Preparing and validating evaluation reports and documentation.
- Uploading finalized documents to procurement platforms for approvals and coordinating with authorities.
- Generating Letters of Acceptance and Purchase Orders upon approval.
- Monitoring procurement activities to identify risks or non-compliance with NUS policies.
- Providing support and guidance on procurement policies, procedures, and systems. Engaging suppliers for registration in SmartBuy and handling related clarifications.
- Resolving issues faced by users with procurement systems.
- Reporting on procurement performance and spending analysis regularly.
- Managing LMPRS and NUService Hub requests.
- Updating changes to Approving Authorities and approval limits.
- Performing timely procurement transactions in NUS' procurement system to meet service levels.
- Developing a supplier network, managing supplier relationships and contracts.
- Overseeing or supporting independent handling of POs by respective teams or staff.
- Supporting general office procurement such as stationery and supplies.
- Conducting sourcing for GGS category.
- Disseminating updates on procurement policies.
- Developing and delivering training programs and clinics on procurement policies and practices.
- Collaborating with NUS Dentistry teams for procurement planning aligned with budgets and strategic goals.
- Analyzing spending patterns to identify opportunities for cost optimization and strategic procurement.
Qualifications:
- Bachelor's degree, preferably in Business Administration or related field.
- 3-5 years of relevant procurement experience.
- Strong management skills with knowledge of bidding, negotiation, and procurement policies.
- Excellent communication and interpersonal skills for stakeholder engagement.
- Proficiency in e-procurement and ERP systems (e.g., SmartBuy).
- Proficient in Microsoft Office applications.
