Position Title : Procurement Manager (Pharmaceuticals)

Location: Tuas, Singapore

Role Summary

  • This is a site-based position that involves working closely with cross-functional teams at the Tuas plant. The Procurement Manager will oversee procurement activities for both direct and indirect categories at the Tuas manufacturing facility in Singapore.
  • The individual will be responsible for driving local category strategies, leading sourcing efforts, managing contract negotiations, and ensuring supply continuity. The role also aims to improve year-over-year performance in areas such as cost, quality, service, process, and innovation. Additionally, the Procurement Manager will collaborate with cross-functional teams on process development and execution, maintain a price database, and ensure compliance with agreements and company policies. The role also involves working closely with the above-site sourcing team to optimize cost savings at the plant.
  • The candidate will lead, or support sourcing activities related to technology transfer or new product introduction (NPI) projects at the plant, which includes conducting RFIs, RFPs, or RFQs, analyzing proposals, leading negotiations, and making recommendations.
  • The Procurement Manager will also be responsible for preparing regular management reports, including PPV reports, claims, and scorecards.
  • Finally, the Procurement Manager will assist the Site Procurement Lead in developing sourcing strategies and driving procurement excellence at the plant.

Key responsibilities for this role include:

Portfolio Management and Sourcing

  • Portfolio Management: Oversee the assigned portfolio (both direct and indirect categories) by developing and executing sourcing strategies and managing strategic supplier relationships to ensure continuous supply at the best possible cost.
  • Collaboration with Internal Stakeholders: Work closely with internal teams such as Finance, Global Technical and Engineering, EHS, Quality, and Supply Chain to gather key information and build a comprehensive supplier database, covering aspects like pricing, lead time, and product catalogs.
  • Local Sourcing Leadership: Lead and manage local sourcing strategies and activities, ensuring alignment with global category strategies through collaboration with global category leads.
  • Sourcing Management Tools Utilization: Utilize appropriate sourcing management tools to create and implement procurement plans that ensure supply continuity, quality, cost-effectiveness, innovation, and regulatory compliance.
  • Contract Management: Ensure contracts are executed and renewed promptly without any gaps
  • RFI/RFP/RFQ Execution: Lead the process for conducting RFIs, RFPs, or RFQs, including proposal analysis, negotiation, award recommendations, and contract drafting using corporate contract templates.
  • Technology Transfer Support: Assist with technology transfer projects in close collaboration with Technical, Quality, Operations, Supply Chain, and other cross-functional teams.
  • Supply Management: Ensure reliable supply by exploring alternative sourcing options, developing supply mitigation plans, and coordinating with Operations and Supply Chain teams to manage inventory builds when necessary.
  • Cost Management & Budget Improvement: Drive cost reduction initiatives and ensure adherence to cost containment targets, while continuously improving the budget year over year. Take a proactive approach to cost management using a Total Cost of Acquisition (TCA) strategy and continuous improvement initiatives.
  • Timely Reporting: Ensure the timely submission of budget pricing, Purchase Price Variance (PPV) forecasts, long-range opportunity assessments, and other ad-hoc management reports as required.
  • Diversity & Inclusion Support: Actively support Viatris' diversity and inclusion initiatives, as applicable.
  • Policy & Procedure Compliance: Ensure strict adherence to Viatris' global policies, procedures, and systems.

Supplier Management

  • Develop and maintain strong business relationships with both local and global suppliers.
  • Ensure suppliers comply with contract terms, including quality and delivery specifications.
  • Manage supplier performance to meet business requirements, ensuring the inclusion of diverse suppliers in RFPs.
  • Collaborate with suppliers to identify cost improvement opportunities.
  • Partner with Quality and Operations teams to drive suppliers in resolving quality issues and prevent production disruptions.
  • Ensure suppliers always comply with GMP and GDP standards.
  • Support audits and audit responses, engage in gap assessments, and develop action plans when needed.
  • Conduct supplier financial health checks with support from the Finance team.
  • Contribute to improving Viatris' working capital.

Plant Transition

  • Assist with transition activities at the plant, including vendor setup, contract establishment, blanket orders, and catalog setup, to ensure the plant is fully operational and ready for handover to Viatris.

Management Reporting

  • Lead the preparation of periodic management reports, including but not limited to LE PPV reports, claims, scorecards, etc.
  • Possess strong Excel skills and financial acumen to analyze procurement data, identify trends, and assess supplier performance.

The minimum qualifications & competencies for this role are:

  • Bachelor's degree required in an appropriate discipline.
  • 5 to 8 years relevant experience
  • Proven experience in procurement, ideally within the pharmaceutical or manufacturing sectors.
  • Strong understanding of sourcing strategies, contract negotiations, and supplier management.
  • Familiarity with the procurement lifecycle, including RFIs, RFPs, RFQs, and technology transfer processes.
  • Excellent communication, negotiation, and collaboration skills.
  • Strong analytical capabilities with proficiency in procurement systems and data analysis tools.
  • Ability to work in a fast-paced, cross-functional team environment and manage multiple priorities effectively.
  • Strong English communication skills (verbal and writing)
  • SAP experience preferred
  • Possesses strong excel skills
