Job summary

Elevate Staffing is seeking an experienced Procurement Manager to lead strategic sourcing, contract negotiation and supplier performance within a regulated financial services environment in Singapore. You will oversee end-to-end procurement, manage vendor relationships, and ensure compliance with internal controls and regulatory requirements while driving cost optimisation and process improvements.

The role requires 3–7 years in procurement, strong negotiation and stakeholder management skills,

Qualifications

  • Diploma or Bachelor's degree in Procurement, Supply Chain, Finance or related discipline.
  • 3-7 years of procurement, sourcing, purchasing or vendor management experience.
  • Experience within financial services, banking, insurance, wealth management or other regulated industries is advantageous.
  • Strong negotiation, contract management and stakeholder management skills.
  • Proficient in Microsoft Office and procurement/ERP systems.
  • Able to work independently and manage multiple projects and stakeholders.

Responsibilities

  • Develop and implement procurement strategies aligned with business and financial objectives.
  • Manage the end-to-end procurement process, including sourcing, tendering, evaluation, negotiation and contract management.
  • Identify and evaluate suppliers across technology, professional services, office operations and other business requirements.
  • Negotiate pricing, contracts, service levels and payment terms with vendors.
  • Monitor supplier performance against KPIs and SLAs and drive cost savings.
  • Conduct regular supplier reviews and identify opportunities for cost savings and process improvements.
  • Work with Finance, IT, Operations, Compliance and other stakeholders on procurement needs.
  • Support third-party/vendor risk assessments and ensure due diligence is completed.
  • Monitor contracts, renewals, expenditure and procurement budgets.
  • Maintain accurate procurement records and management reports.
  • Monitor market trends, supplier developments and industry pricing.
  • Ensure procurement activities comply with policies and regulatory requirements.
  • Identify and mitigate supplier, operational and business continuity risks.
  • Prepare procurement reports, analysis and recommendations for senior management.

About the Role

We are seeking an experienced Procurement Manager to oversee procurement and vendor management activities within our financial services organisation.
