A leading company in Singapore is seeking a Procurement Manager to oversee the procurement team and manage supplier relationships. The role requires effective leadership in purchasing operations, cost control, and compliance with procurement policies. Candidates must possess a diploma or degree in Supply Chain Management or a related field, alongside proven experience in procurement and supervisory roles.
Job Purpose
To lead and manage the procurement team, ensuring effective sourcing, purchasing, and supplier management in alignment with company goals. This role is responsible and accountable for the full procurement cycle and ensuring timely and cost-effective purchasing while maintaining high standards of quality and compliance.
Main Duties and Responsibilities
1. Procurement Leadership & Strategy
- Lead and supervise the procurement team, assigning tasks, setting priorities, and ensuring team performance meets targets.
- Develop and implement procurement strategies and processes that align with operational needs.
- Ensure compliance with internal controls, procurement policies, and ethical standards.
2. Supplier & Stakeholder Management
- Act as the primary point of contact for key suppliers and internal departments on all procurement-related matters.
- Evaluate and select vendors based on price, quality, service, and reliability.
- Maintain strong relationships with suppliers while identifying opportunities for improved pricing or service delivery.
3. Operations & Purchase Management
- Oversee daily purchasing operations, including planning, approvals, and processing of purchase orders.
- Monitor stock levels, delivery timelines, and replenishment needs in coordination with the warehouse team.
- Ensure timely and accurate placement of orders and follow-up with vendors to meet delivery schedules.
4. Cost & Inventory Control
- Analyse purchase trends and market conditions to identify cost-saving opportunities.
- Monitor inventory usage and procurement cycles to reduce waste and manage working capital.
- Conduct regular reviews of pricing, purchase history, and vendor performance.
5. Reporting & Documentation
- Prepare and present monthly procurement KPIs, forecasts, and budget performance reports.
- Ensure complete and accurate documentation of procurement activities, including contracts, specifications, and delivery records.
- Coordinate with the Finance and Accounts teams on invoice matching, PO reconciliation, and payment tracking.
Requirements
- Diploma or Degree in Supply Chain Management, Logistics, Business Administration or related field.
- Minimum 3-5 years of procurement experience, with at least 1-2 years in a supervisory role.
- Strong knowledge of sourcing, negotiation, and inventory management.
- Experience participating in internal and external audits will be an advantage.
- Proficiency in ERP systems and Microsoft Office (especially Excel).
- Excellent organisational, communication, and analytical skills.
- High attention to detail, accountability, and the ability to work under pressure.
Authority
- Authorised to approve procurement requests within budget limits.
- Authorised to lead supplier negotiations and recommend vendor selection to management.
