Job summary

National Parks Board (NParks) in Singapore is seeking an experienced procurement professional to support its transition to GeBIZ X, the next generation procurement platform for Whole-of-Government (WOG). The role requires knowledge of the Government Instruction Manual on Procurement and hands-on governance and policy experience with process improvement and system implementation.

You will lead governance, policy development, and business process review, liaise with MOF, GovTech and stakeholders,

Qualifications

• 5–8 years in public sector procurement or policy development.
• Hands-on governance, policy drafting and review experience.
• Experience in system implementation projects and change management.
• Strong analytical, writing and stakeholder coordination skills.

Responsibilities

• Review and interpret Government IM on Procurement and WOG policies.
• Develop internal policies, procedures and approval frameworks.
• Assess governance implications of GeBIZ X workflows and controls.
• Map AS-IS/TO-BE procurement processes and harmonise to GeBIZ X.
• Coordinate stakeholder engagement and change management across NParks.
