About our client: Our client is a global MNC in the Oil & Gas industry.
About the role: Responsible for leading procurement and contracting activities across multiple terminals and capital projects. The Procurement Executive will work closely with internal stakeholders to develop sourcing strategies, manage supplier performance, and ensure contract compliance in support of project and operational goals.
Note: Candidates must have prior experience in EPC (Engineering, Procurement & Construction) services contracting.
1. Contracting Management
- Develop project-specific contracting strategies from the early investment proposal phase, aligning with project scope, objectives, and market conditions.
- Manage the full contracting lifecycle, including pre-qualification, tendering, bid evaluation, contract setup, and final award.
- Work closely with Project Managers to address scope changes, scheduling risks, and contract execution requirements.
- Establish sourcing strategies and manage the tender board process in line with global procurement procedures.
2. Supplier Management
- Conduct and coordinate supplier pre-qualification processes.
- Ensure approved vendor lists are regularly reviewed and updated for relevance and compliance.
- Organize contractor site visits for growth and expansion projects as needed.
3. Contract Management
- Ensure proper implementation and monitoring of procurement contracts.
- Promote contract visibility, accessibility, and compliance across stakeholders.
- Monitor contract utilization and performance; initiate improvements, amendments, or terminations in collaboration with internal teams.
- Support negotiation of Variation Orders in partnership with Project Managers.
4. Purchase-to-Pay (P2P)
- Oversee all stages of the P2P process: from request and approval to ordering, expediting, and receiving.
- Ensure goods and services are procured in the right quantity, quality, timing, and cost, with full ERP system utilization.
5. Tendering for High-Value Purchases
- For purchases exceeding SGD 40,000 without an existing framework agreement, manage a structured supplier selection process, including:
- Internal needs and market analysis
- Selection criteria development
- RFI and RFP creation and evaluation
- Bidder communication and clarification sessions
- Coordination with internal business stakeholders
6. Project & Category Strategy
- Develop and execute procurement strategies by category and project scope.
- Perform internal and external analyses to identify optimal sourcing approaches.
- Align strategies with stakeholders to drive cost-effectiveness, risk mitigation, and value generation.
7. Planning & Budget Execution
- Implement the annual procurement plan and budget in line with terminal requirements and functional allocations.
- Conduct spend analysis, category reviews, and contract performance analysis.
- Define process improvements and track execution against procurement targets.
8. Continuous Improvement
- Continuously review sourcing policies, systems, and standards.
- Recommend enhancements to the P2P process to improve operational efficiency and compliance.
9. Performance Measurement
- Monitor procurement performance using both local and global KPIs (e.g., savings, P2P efficiency, supplier safety).
- Provide data-driven insights and actionable recommendations for ongoing improvement.
About you:
- Bachelor’s Degree in any discipline
- Minimum 3 years of relevant experience in contracting management or procurement
- Solid understanding of contract law, with hands-on experience drafting contract clauses and specifications
- Proven experience in vendor management and contract negotiation
- Strong analytical, negotiation, and communication skills
- High initiative, independent, yet a collaborative and fast-learning team player
