A leading company in Singapore is looking for a Procurement Officer to oversee the entire procurement process, manage supplier relationships, and ensure contract compliance. Job description

Procurement Operations:

  • Develop and implement procurement and material strategies that are cost effective and compliant with the internal policies and procedures.
  • Manage the end-to-end procurement process to support project execution and operational continuity.
  • Ensure all procurement and materials requirements are met in accordance with the EPC Contract and project specifications
  • Monitor procurement performance and identify opportunities for process improvement and cost savings.
  • Ensure accurate documentation and reporting of procurement activities in line with audit and compliance standards.
  • To ensure confidentiality of all the technical, contractual and commercial documentation produced (whatever its support) as applicable

ERP and Systems Management:

  • Serve as the key user for the company’s Enterprise Resource Planning (ERP) system, and other procurement-related platform.
  • Ensure accurate and timely data entry to support effective tracking, reporting, and continuous process improvement.
  • Leverage system capabilities to enhance procurement efficiency and maintain data integrity across all procurement activities.

Contract Management:

  • Administer and maintain procurement contracts, ensuring proper documentation, visibility, and accessibility of all contract updates.
  • Lead the supplier qualification process, including identifying potential vendors, developing evaluation questionnaires, ranking candidates, and ensuring compliance with ESG (Environmental, Social, and Governance) standards.

  • Compile and present Commercial Bid Evaluations for internal stakeholder review and approval.

Supplier Relationship Management:

  • Support the Procurement Manager in managing the supplier base, including conducting evaluations, tracking performance metrics, and maintaining up-to-date documentation as part of the Supplier Management Program
  • Manage all aspects of the vendor evaluation process during the clarification phase, including organizing and participating in clarification meetings, responding to technical queries, issuing and addressing clarification requests, and handling exemption requests
  • Identify and develop new suppliers, including startups, while staying informed on market trends and technological advancements to enhance sourcing strategies.
  • Participate in negotiations with bidders as appropriate, ensuring alignment with project requirements and procurement objectives

Performance Measurement & Reporting:

  • Regularly measure and analyze procurement performance using global and local KPIs, such as P2P (Procure-to-Pay) cycle times, cost savings, contractor safety, and overall procurement efficiency.
  • Collaborate with internal stakeholders to review findings and recommend improvements to procurement processes and performance.
  • Provide timely reports to the Procurement Manager and relevant stakeholders, highlighting progress, key concerns, and the impact of procurement activities—particularly critical equipment—on the overall project schedule.

Strategic Initiatives:

  • Contribute to the development, implementation, and promotion of Supply & Procurement technologies and systems to enhance data-driven decision-making and reporting capabilities.
  • Support strategic initiatives aimed at improving procurement practices, reducing costs, and optimizing overall supply chain performance.

Other Responsibilities:

  • Support the Procurement Manager with ad-hoc tasks or projects related to procurement and supply chain management.
  • Monitor and follow up on procurement activities, including expediting and materials management, to ensure alignment with project contractual requirements.
  • Demonstrate exemplary behavior in adherence to QHSE (Quality, Health, Safety, and Environment) standards and ensure the implementation of QHSE requirements within your area of responsibility.

Qualifications & Requirements:

  • Bachelor’s degree in Engineering, Supply Chain Management, Business Administration, or a related field
  • 3–5 years’ experience in procurement, ideally within oil & gas, energy, or large-scale industrial projects (fresh graduates are also welcome to apply)
  • Proven background in procurement or supply chain roles, particularly in engineering or construction environments
  • Proficient in ERP systems (preferably Sage) and Microsoft 365
  • Strong communication skills in English, both written and spoken
  • Analytical thinker with excellent problem-solving and decision-making abilities
  • Familiar with EPC (Engineering, Procurement & Construction) processes and contractor purchasing activities
  • Solid understanding of Incoterms 2020, legal/contractual procurement aspects, and international procurement standards
  • Knowledge of contract and purchase order administration within global projects is an advantage
