Process Safety, Environmental & Sustainability Lead Engineer

Requirements

  • Bachelor of Science (or equivalent degree) in Chemical / Environmental / Process Safety Engineering from an accredited university with minimum 15 years relevant experience in the oil/gas industry LNG projects.
  • Must have minimum 5 years in similar lead role in major onshore LNG terminal, FSRU and/or oil & gas projects.
  • Be responsible for ensuring compliance with Local and International Standards, Project policies from a Health, Safety and Environmental standpoint.
  • Define concepts and critical deliverables, lead, plan, manage, control, review and deliver engineering deliverables of Process Safety for the LNG project efficiently according to the specified technical requirements, timelines and budget, and to manage project resources and independently deal with and resolve all issues of the project, and provide guidance to the assigned team.
  • Full involvement and contribution in design, engineering, P&IDs reviews, HAZOP, and other safety reviews & workshops is absolutely essential. Also, must be capable of ensuring actions are recorded appropriately and that action closure is carried out and documented
  • Capable of specifying, managing and implementing recommendations from third party consultant safety studies and workshops, including HAZID, HAZOP, SIL/LOPA, Fire/Gas and Explosion Risk Analyses, QRA, Safety Case and ALARP assessments, Fire & Gas Mapping, Escape/Evacuation Analyses, Noise Studies, and pollution control/environmental impact assessments (PCS/EIA), Human factors engineering.
  • Must have the proven capability to independently handle process safety simulations and calculations and prepare optimization reports where necessary.
  • Must have a comprehensive understanding of industry standards and best practices related to the Process Safety Engineering and have experience in Singapore regulatory compliance requirements.
  • Capable of specifying, managing and implementing recommendations from third party consultant environmental and sustainability studies and workshops, including ENVID review, Environmental ALARP assessments, Noise Studies, Air Dispersion Modelling, Pollution Control Study, Environmental Impact Assessments, Energy Efficiency Opportunities Assessment (EEOA) and Greenhouse Gas / Carbon Tax studies.
  • Capable of specifying, managing and implementing recommendations from third party consultant Human Factors Engineering (HFE) studies and workshops, HFE plan, Task Risk Analysis, Working Environment Health Risk Assessment, Valve Criticality Analysis, Vendor Package Screening, Control Room HFE Study, HMI Study, Control System and Alarm Management Analysis, Safety Critical Task Inventory and Critical Task Analysis and HFE ALARP Workshop.
  • Be able to lead and perform noise impact studies, which include reviewing noise regulations, modeling facility noise emissions, evaluating potential community impacts, determining necessary mitigation, preparing required reports and documentation.
  • Demonstrate the ability to develop equipment sound level specifications and mitigation requirements to ensure compliance with the design objectives.
  • Well versed in relevant Local Singapore and International Codes and Standards
  • Experience in LNG and oil & gas projects is mandatory.
  • Local Singaporeans and PRs are desirable
  • For foreign candidates: must currently hold valid passes in Singapore and have prior work experience in Singapore, along with relevant LNG and oil & gas project experience.

Salary:$7,000- $8,000 plus or minus (negotiable based on experience and qualifications)
