A leading company in testing and control services is seeking a senior professional for governance in safety management in the oil and gas sector. The position requires extensive experience in risk assessments, compliance with local safety regulations, and a relevant engineering degree. Join a dynamic team focused on ensuring safety and compliance across operations, with opportunities for fieldwork and continuous improvement initiatives.
Provide governance and support to the terminals in safety case submission and ongoing verification by the authorities.
Drive and support the terminals in compliance with the process safety management (PSM) system as per Singapore’s MHI regulations.
Lead and support the terminals in process hazard major hazard risk assessment e.g. QRA, HAZOP, What-If, LOPA, SIL
Ensure governance of the Safety Case process by implementing and communicating the framework.
Lead the terminals in Safety Case maintenance and submission including facilitating Revision Plans (RPs) inclusion and following through on the closure of the Intervention Plans (IPs)
Fluent with MOM’s safety acts and regulations.
Lead major Hazard Risk Assessments and Process Safety Reviews.
Act as the Administrator for SHE Electronic Systems.
Oversee the management of SHE documents and records.
Support the implementation of the SHE department’s strategy and initiatives through reviews and action closures, through the PDCA cycle.
Build and maintain good relations between terminals for mutual assistance and facilitate sharing of experiences and information.
Support and lead review of personnel and process safety procedures.
Track and monitor KPIs, identify issues, and develop action plans for improvements
QUALIFICATIONS:
Minimum 8 years of work experience in the oil, gas, or petrochemical industry, or familiarity with process safety management is required.
At least 5 years of relevant experience in SHEQ program administration is necessary.
A degree in an engineering discipline such as Chemical Engineering, Safety Engineering, or Safety, Health & Environmental related courses is also required.
Experience in maintaining safety cases and dealing with MOM MHD requirements.
Experience in risk assessment, usage of Phast
Experience in leading HAZOPS
Willing to be out in the field.
Experience in managing safety performance data
