Purpose of the Role
The Process Safety Engineer/Specialist's primary responsibility is to identify and mitigate potential hazards, design and implement safety systems, and conduct risk assessments to prevent accidents and incidents.
By working closely with Operations and Maintenance teams, he/she is to ensure compliance with safety regulations and standards, minimize environmental impact, and protect people and assets. They investigate incidents, develop and implement safety procedures, and communicate with stakeholders to ensure a safe and efficient working environment.
Job Description
- Person-in-charge to develop, implement & maintain Process Safety Management (PSM), Energy & GHG System standards and practices and to ensure compliance to regulatory and company requirements.
- Lead, advise and monitors HAZOP/Risk assessment studies and track implementation of recommendations to closure.
- To lead and continual improve in the administrating Process Hazard Analysis, Pre-Start up Safety Review, Management of Change (Process Safety related programs).
- Lead & participate in Process Safety Incidents Investigations with recommendations to prevent recurrence of incidents while pro-actively identify adequate Process Safety Metrics required for the site, analyse and implement actions to improve Process Safety performance.
- Lead, review and plan discussions and execute with deliverables in time and within the budget allocated for work related to maintain Process Safety Management (PSM), Energy & GHG.
- To collaborate & leverage the knowledge of respective plants' Process Engineers to understand the process safety and ensure the LOPA are adequate.
- To schedule and conduct internal & external inspections & audits with respect to Process Safety Management i.e. SS651 Audit, IMS, Compliance Check, Insurance Audit and EnMS compliant.
- Prepare for internal and external audits, coordinate with the various stakeholders and ensure successful outcome, (Insurance Audit, IMS, Compliance Check, SS651, Energy related)
- Collect and report HSSE performance data and be caretaker for the AMS.
- To perform the Energy Manager & GHG Manager regulatory roles.
- Ensure Process Safety Principles and best practices are implemented early in the design phase of MOC package review.
- Subject matter expert in Process Safety and to provide consultation on Process Safety and systems as well as coaching and supporting relevant departments in Risk Analysis techniques, while promoting the improvment of the Process Safety culture and knowledge level across the company
- Communicate with Insurance Auditors, interact with our clients HSSEQ globally and to suggest best practices adopted by other companies to improve Process Safety performance.
- Track actions and projects related to Process safety, maintain records and periodical reports.
- Person in charge as an IMS Process Owner.
- Perform other duties as required and described by HSE Advisor and Head of HSSEQ.
Requirements
- Degree in Chemical Engineering / Chemistry or Process Technology Diploma at least 6 to 10 relevant work experience in a Chemical or Petrochemical Manufacturing Operation including some experience in a Production Supervision or Management role.
- Able to perform risk screening and able to perform process design safety would be an advantage.
- Working knowledge of Risk Management, Local HSE Regulations (such as WSHA, WICA) and Singapore Standards (such as SS506) will be a plus.
- Self-confident and able to work independently with minimum supervision but also, a good team player.
- Good interpersonal, analytical, troubleshooting and problem solving skills.
