Job summary

Open Government Products (OGP) in Singapore is seeking a senior product leader to own a product domain, set the vision and strategy, and drive end-to-end outcomes beyond roadmaps. You will shape how PMs work across OGP and ensure products fix real public problems for citizens and government users.

You will lead people—potentially a small group of PMs—collaborate with engineers, designers, and policy stakeholders, and decide what matters to move ministries forward.

Who We Are

Open Government Products (OGP) operates like a startup within the government; We are a fast-paced, dynamic team of engineers, designers, and product managers dedicated to public good. We autonomously identify opportunities to solve public problems using tech, rapidly prototype, and launch solutions—from citizen apps to automating public agency operations. Embracing an open-sourced and flat hierarchy, we cut through bureaucracy to focus on real-world, user-centric innovations that drive change.

The Role

The government touches every person in Singapore. When it works well, no one notices. When it fails, people wait, fill in forms twice, or fall through the cracks. Most of that is not bad intent. It is old tools, manual steps and systems that do not talk to each other.

OGP builds the products that fix this. Some serve millions of citizens. Others serve the public officers who serve them. All of them need leaders who can own a hard problem end to end, and grow the people around them.

Why this is hard (and interesting)

• No two agencies work the same way. You need to know that variety well enough to build things that work across it. Not a custom version for each one.

• Systems, not features. What we build plugs into tools agencies already run. It has to make every workflow faster and easier to watch.

• Simple on the outside, sound on the inside. Our products carry real weight: identity, money, health, safety. They must be safe. They must also be easy for any officer or citizen to use.

• Change is political as well as technical. Shipping is half the job. Getting a ministry to use what you shipped is the other half.

What you'd own

You will lead a product domain: one large product, or a set of related ones. You set the vision, the strategy and the plan to get there. You own the outcomes, not just the roadmap.

You will also lead people. In some areas you manage a small group of product managers. In others you shape how PMs across OGP work. Either way, part of your job is to make others better at theirs. How we get there is open. This is a senior role. You decide what matters, what we cannot afford to get wrong, and how to find out fast.

Who We're Looking For

• You have built and shipped products that matter. You have owned a product from problem to launch to scale, more than once. You know what it costs to be wrong and how to find out early.

• You understand the tech. You can talk architecture, data, security and trade-offs with engineers as a peer. You have used LLMs and agents. You have a view on how they change the work.

• You make people calls. You have hired, grown and, where needed, moved on product managers. You can tell a strong PM from a fluent one.

• You thrive on ambiguity. You can sketch the big picture, work backwards to the system we need, and test it before we bet on it.

• You know how big organisations really work. Approvals, handoffs, exceptions, workarounds. You can move a ministry, not just a team.

• You measure success in how lives change. Shorter waits. Fewer forms. No one left behind.

Projects OGP has worked on include:

ScamShield — iOS and Android mobile apps, enhanced in August 2024, help users check and report suspicious communications. The apps automatically filter known scams using an AI-powered machine learning classifier. An Admin Dashboard also allows police to verify reported scams.

ParkingSG — A mobile app alternative to parking coupons. It lets users pay, extend, and refund their parking sessions just using their phones.

RedeemSG — Helps the Singapore Government to create, send and track redemptions of digital vouchers easily.

COVID-19 Vaccination — A suite of systems built to enable Singapore's national vaccination campaign for COVID-19. This includes informational sites, appointment booking systems, and records management systems.

data.gov.sg — An open repository of all the Singapore Government's public data. It helps people understand the data using visualizations and articles, and provides real-time APIs for developers to use.

Isomer — Provides government agencies with an easy-to-deploy static website building and hosting service to create usable, secure and faster informational websites quickly.

FormSG — A form builder tool for agencies to self-service and create online forms that capture classified data, with the goal of replacing paper forms.

PaySG — Was developed to enable digital payments for government services, and was initially used for payments for COVID-19 swab tests and Stay-Home Notices for incoming travellers to Singapore.
