Job summary

Turner & Townsend is seeking a Pre-Construction Manager (ECI Specialist) for a greenfield data centre project in Western Singapore. You will lead the ECI process, bridging client design consultants, local QPs, and the main contractor to drive constructability, budget control, grid readiness, and contract certainty before ground breaks.

You will coordinate with SP PowerGrid, JTC, BCA, PUB and NEA, manage pre-construction activities, and ensure compliant, optimized sequencing and sustainable

Qualifications

• 10+ years of construction PM experience, with 4+ years in pre-construction/ECI for data centres or heavy industrial facilities.
• Deep knowledge of administering and converting contracts using SIA, REDAS, and FIDIC Yellow Book frameworks, with risk allocation awareness.
• Experience handling 22kV and/or 66kV grid connections with SP PowerGrid in Singapore.

Responsibilities

• Lead ECI contract conversion and commercial governance for final execution contracts.
• Oversee high-voltage grid readiness, substations, and regulatory clearances in line with SP PowerGrid requirements.
• Conduct constructability reviews and optimize sequencing, site logistics, and pre-construction milestones.
• Coordinate approvals with authorities (BCA, JTC, PUB, NEA) and ensure sustainability alignment.
