(A) Job Summary:
The Planning and Engineering Manager plays a key role in planning and engineering in ECI and tendering works and oversees the entire tendering process for infrastructure construction projects. This also includes identifying, developing, and securing new business opportunities in the construction sector. The candidate may be subsequently appointed to a senior position on a successful project.
(B) Essential Job Functions:
The Planning and Engineering Manager is responsible for, but not limited to, the following:
1. Tender Management
- Lead the preparation and submission of project tenders, including coordinating with estimation, design, and procurement teams.
- Analyse tender requirements, contract terms, and project specifications to develop competitive and compliant proposals.
- Lead in planning, engineering and scheduling of the construction. Formulate construction methods, work sequences and resource allocation.
- Manage timeline, ensure timely and high-quality submissions that align with client requirements and internal capabilities.
- Track bid outcomes and maintain a database of tender activities.
2. Business Development & Client Engagement
- Identify potential business opportunities through market intelligence, industry networking, and existing contacts.
- Develop and maintain strong relationships with clients, consultants, developers, and government agencies.
- Attend site visits, pre-bid meetings, and industry events to stay informed of upcoming tenders and projects.
- Provide insights on market trends, competitor activities, and pricing benchmarks
- Provide regular business development reports and forecasts to management.
3. Project Management - Subsequently execute and be appointed to a senior position on the project, if required.
The vital roles and responsibilities include:
- Provide leadership in management of project staffs & resources.
- Implementation of a timeline for all deliverables and milestones.
- Coordination and execution of construction activities.
- Implementation of quality assurance plan and safety requirements.
- Management of external consultants on technical and design matters.
- Review of proposals, and making decisions thereon.
- Digitalisation of process and operation, where feasible.
- Contracts administration.
(C) Minimum Qualifications/ Job Experience:
- Bachelor’s degree in civil engineering, construction management or a related field.
- Minimum 15 to 20 years of engineering experience and minimum 10 years in construction management for major infrastructure projects.
- Experience in project management of public works projects as Project Director and/or Project Manager in Singapore will be and added advantage.
- Experience in ECI and tendering works.
(D) Knowledge/ Skills/ Abilities:
- Proficiency in construction management software (e.g., Primavera, MS Project, AutoCAD, BIM software).
- Understanding of tender procedures, pricing structures and contract terms.
- Strong project management and time management capabilities.
