Job description

GovTech drives Singapore’s Smart Nation initiatives and public sector digital transformation. As the Centre of Excellence for Infocomm Technology and Smart Systems (ICT & SS), we develop capabilities in Data Science & AI, Application Development, Smart City Tech, Digital Infrastructure, and Cybersecurity.

We are looking for passionate individuals to join us in building tech for public good.

Role Overview:

We are seeking a results-driven individual to join the People Operations team under the Transformation Team. This role will primarily lead and support HR transformation projects, focusing on modernising people operations, enhancing employee experience, and enabling a future-ready workforce but may also support other Corporate transformation projects.

Key Responsibilities:

  • Support HR Transformation Initiatives: Participate in transformation projects across HR domains such as talent acquisition, performance management, learning & development, and workforce planning.
  • Change Management & Communications: Develop and execute change management strategies to support HR transformation, ensuring alignment with organisational goals and effective stakeholder engagement.
  • Process Optimisation: Identify opportunities to streamline and automate HR processes, leveraging data and technology to improve efficiency and effectiveness.
  • Digital Enablement: Collaborate with HR and other corporate teams to implement digital tools and platforms that enhance our service delivery and employee experience.
  • Employee Experience & Culture: Design initiatives that enhance employee engagement, promote a positive workplace culture, and support organisational agility.
  • Data-Driven Decision Making: Use data analytics to inform strategy, track transformation outcomes, and provide insights to leadership.
  • Stakeholder Collaboration: Partner with HR, business leaders, and cross-functional teams to ensure successful delivery of transformation outcomes.

Who are we looking for?

We Are Searching For People Who

  • Thinks strategically and implement operationally. You must be able to navigate ambiguous situations and solve complex issues, figure out how to measure success, and translate that into actual plans, policies, and processes for implementation end-to-end.
  • Works like an entrepreneur in getting problems solved. You are proactive in scoping problems, doing whatever it takes to solve them, and taking different approaches to find what works best. You'll be expected to independently scope challenges, explore diverse approaches, and do whatever it takes to find effective solutions. This is for go-getters who actively seek opportunities and don't wait for instructions.
  • Wants to build better organisations for public good. You must care about wanting to build better organisations to make an impact on public good. You will be joining a team that is pushing ourselves and the government to do better for Singapore and must have a passion for wanting to be a part of this work.
  • Is eager to learn, adapt and grow. Your ability and willingness to learn what's needed to solve problems effectively matters most to us, often more than specific field experience. We're looking for someone genuinely curious, open to new ideas, and ready to adapt and grow to make a broader impact in the ecosystem.
  • Has experience in related domains. Experience in various HR domains will allow better appreciation of the work that the role and team is required to accomplish.
  • Has experience in building up systems / processes / organisations is a plus!

What is it like working here?

  • Working for Public Good - We care about making an impact on public good. For the Corporate team, this first means creating the right environment for our product teams to work directly on the biggest opportunities out there. This also means creating what’s best-in-class and then propagating these practices widely across the government so that the Singapore Government is equipped to deliver the best impact possible to our people.
  • Rapid Prototyping - We’re not about building too-big-to-fail ideas, or getting stuck behind existing ways of doing things or mega projects. Instead of spending too much time debating ideas, we prefer to test them and iterate rapidly. This means being clear on what we’re trying to achieve, leaning forward to farm for dissent and feedback, prototyping early, and scaling what works quickly.
  • Ownership - We are not here just to keep existing processes running, but to make GovTech the best place possible for people to join and make an impact toward public good. This means taking ownership of problems, figuring out what needs to be done, and keep going until the problems are solved, regardless of job scope or existing ways of doing things.
  • Growth Mindset - We focus on making things better than they are today. This means that we are constantly working on new things and new areas, and reinventing the areas we are already ‘good’ at to get better. Working here means having a growth mindset as opposed to a fixed one, and leaning forward to try things, make mistakes, and learn.
