A leading company is seeking a Payroll Manager to manage payroll operations and a team of executives. The role involves overseeing payroll processing, ensuring compliance with Singapore regulations, and enhancing payroll systems. The ideal candidate will possess strong leadership and analytical skills with over 7 years of experience in payroll functions.
Key Responsibilities:
Team Management
Manage and supervise a team of payroll/ claims executives, providing guidance and training on day to day tasks
Payroll Processing
Oversee the full payroll cycle for HQ, Subsidiary and OC payroll (including additional festive runs if required), ensuring compliance with local regulations and company policies.
Oversee the annual IRAS tax submission process and adhering to stipulated deadline
Review complex payroll calculations and seek clarifications from client's Payroll team, where needed
Review payroll reports and highlight discrepancies/ key observations when sending to the client's Payroll team for verification and approval
Compliance, Data Integrity and Reporting
Work with client's Payroll team to ensure compliance in payroll policies, procedures, and practices
Review payroll GLs and reconciliations prepared by Payroll Executive
Ensure data integrity and maintain accurate payroll records and important documentation for audit and reporting purposes
Stakeholder Management
Manage relationships with external stakeholders, including auditors, tax authorities, and system consultants
Handle escalated payroll queries and resolve complex issues, in consultation with client's Payroll team
Collaborate with internal HR and Finance Departments to ensure accurate data flow and reporting
System & Process Improvement
Lead payroll system enhancements and upgrades, including UAT processes
Stay updated on changes in payroll legislation and implement necessary adjustments in the system and/or internal payroll procedures
Propose changes in process flow, where applicable, for streamlining and process improvements
Required Qualifications and Skills:
Bachelor's degree in Accounting, Finance, Human Resource or related field
7+ years of payroll experience, with at least 3 years in a supervisory role
In-depth knowledge of Singapore payroll regulations, CPF, and tax laws
Strong leadership and team management skills
Proficiency in MS Excel and Workday
Strong problem-solving and analytical skills
Good communication and interpersonal skills
Ability to work effectively in a fast paced environment, managing multiple priorities and meet tight deadlines
