GASHUBUNITED UTILITY PRIVATE LIMITED is seeking a senior safety-focused leader to oversee LNG plant safety, incident management, emergency preparedness, and training across operations. You will ensure adherence to Singapore WSH/MOM and SCDF requirements, manage risk assessments, audits, and documentation, and coordinate with regulators and internal teams.
The role requires 5–8 years in LNG/high-risk ops, 3–5 years in leadership, and strong skills in safety management, leadership, and regulatory
Develop, implement, and maintain the LNG plant's Health, Safety, and Process Safety Management (PSM) systems
Ensure full compliance with Singapore's regulatory framework for LNG operations, including:
Workplace Safety & Health (WSH)
SCDF fire safety guidelines
Lead hazard identification and risk assessments.
Ensure effective management of Major Accident Hazards related to LNG storage, liquefaction, loading/unloading, and utilities
Maintain accurate operational records, hazard reports, and audit documentation.
Oversee safe work systems, confined space entry, hot work, and working at height.
Monitor contractor and subcontractor safety performance and compliance
Ensure effective control of cryogenic, flammable, and pressurized systems
Verify compliance with PPE requirements and safe operating procedures
Lead investigation of incidents, near misses, and process safety events using root cause analysis
Track corrective and preventive actions to closure
Analyze safety performance trends and recommend improvements
Develop, implement, and maintain Emergency Response Plans (ERP) for LNG-specific scenarios (gas release, fire, explosion, cryogenic spills)
Conduct regular safety drills, toolbox meetings, and staff competency assessments.
Act as key liaison with emergency services, regulatory authorities, and internal crisis management teams
Develop and deliver safety and process safety training for employees and contractors
Promote safety leadership, behavioral safety programs, and workforce engagement
Ensure competency requirements for safety-critical roles are defined and met.
Conduct internal safety audits and support external audits and inspections
Prepare safety reports, KPIs, regulatory submissions, and management reviews
Support Management of Change (MOC) processes to ensure safety risks are properly evaluated and controlled
Oversee daily LNG cylinder filling activities in accordance with safety protocols, industry standards, and regulatory requirements (e.g., SCDF, MOM).
Ensure correct filling procedures, cylinder quality checks, pre- and post-fill inspections, and accurate documentation.
Implement SOPs for filling, venting, purging, and handling cryogenic cylinders.
Monitor equipment such as cryogenic pumps, vaporizers, hoses, pressure systems, and safety devices to ensure reliability and minimize downtime.
Lead troubleshooting during filling operations and coordinate with maintenance for preventive and corrective actions.
Manage the scheduling and coordination of LNG deliveries from Singapore LNG Terminal or other LNG supply sources.
Plan and optimize LNG ISO tank unloading arrangements, storage management, and cylinder dispatch.
Prepare short-term and long-term demand forecasts for LNG cylinder customers.
Ensure timely and cost-efficient movement of filled/empty cylinders between customers, filling station, and storage locations.
Oversee LNG cylinder inventory, maintenance schedules, recertification, and lifecycle tracking.
Manage transport fleet scheduling (trucks, drivers, third-party logistics) for safe and timely deliveries.
Ensure compliance with transport regulations for hazardous materials.
Manage fleet maintenance and good upkeeping.
Plan for LNG transportation outsourcing
Develop and implement initiatives to improve operational efficiency, reduce filling cycle time, and increase throughput.
Improve utilisation rates of LNG cylinders, ISO tanks, and transport fleet.
Identify cost-reduction opportunities in logistics, assets, and operations.
Lead and manage a team of operators, technicians, dispatchers, planners, and drivers.
Plan training, performance reviews, and skill development programs for staff.
Engage with customers/team to plan deliveries, resolve service issues, and improve service levels.
Work closely with commercial, maintenance, HSSE and engineering departments.
Prepare weekly and monthly operational reports including volumes
Oversee accurate documentation of filling records.
Maintain operational budgets and oversee cost tracking for logistics and facility operations.
Degree/Diploma in Engineering, Safety, Operations Management or a related technical discipline.
Minimum 5-8 years of relevant experience in LNG, LPG, oil & gas, petrochemical, cryogenic, hazardous materials or other high-risk industrial operations.
Minimum 3-5 years of managerial/supervisory experience in plant operations, safety or a related field.
Proven experience in LNG/cryogenic operations, cylinder filling, storage, tank operations and/or hazardous materials handling.
Strong knowledge of Singapore WSH/MOM and SCDF requirements applicable to LNG and high-risk industrial operations.
Demonstrated experience in process safety, risk assessment, incident investigation, emergency response and contractor safety management.
Experience in LNG logistics, fleet management, cylinder/asset management and supply planning is highly preferred.
Strong leadership skills with experience managing multidisciplinary operational teams.
Strong analytical, problem-solving and decision-making capabilities.
Good written and verbal communication skills, with the ability to engage regulators, customers, contractors and internal stakeholders.
Willingness to be available for emergency response and critical operational matters outside normal working hours when required.
