Job description

Core Purpose & Objectives:

1. Critical functions include managing incoming waste, transport, warehousing, labeling, compliance, and safety.

2. Oversee the safe, efficient, and compliant receipt, storage, and dispatch of hazardous waste at a dedicated operations hub.

3. Ensure adherence to environmental regulations, transport logistics, and workplace safety standards.

Key Responsibilities:

1. Incoming Waste Management

• Verify & Accept Shipments: Inspect incoming hazardous waste for accurate documentation (waste code, SDS, consignment notes), container integrity, and permit compliance.
• Waste Classification: Confirm waste categorization (flammable, toxic, corrosive) per local (NEA) and international (UNEP) standards.
• Rejection Protocol: Quarantine non-compliant shipments and escalate to relevant authorities and clients.

2. Warehouse & Storage Operations

• Segregation & Storage: Ensure correct segregation of incompatible wastes in designated containment zones.
• Inventory Control: Track waste volumes, storage durations, and shelf-life using WMS.
• Facility Maintenance: Oversee inspection and maintenance of spill containment, ventilation, and storage units.

3. Transport & Logistics

• Dispatch Scheduling: Plan waste collection routes using GD-compliant vehicles and certified drivers.
• Manifest Management: Ensure accurate tracking via consignment notes and digital systems like WasteConnect.
• Carrier Coordination: Liaise with transport partners for ADR/RID-compliant shipments and emergency preparedness.

4. Labeling & Documentation

• Regulatory Labeling: Supervise hazard labeling and container marking per GHS standards.
• Record Keeping: Maintain audit-ready records for waste movements, inspections, and incidents per ISO 14001/OSHA standards.

5. Compliance & Safety

• Regulatory Adherence: Ensure compliance with Singapore's EPMA, SCDF fire safety codes, and OSHA regulations.
• Incident Response: Lead spill containment, decontamination, and emergency reporting procedures.
• Audits & Training: Facilitate audits and conduct safety drills and staff training on chemical handling and PPE use.

6. Team & Vendor Management

• Staff Supervision: Lead warehouse personnel, technicians, and drivers; manage rostering and performance.
• Vendor Oversight: Audit third-party processors and recyclers for compliance and ethics.

Qualifications & Skills:

a. Education: Diploma/Degree in Environmental Science, Logistics, Chemistry, or related fields.

b. Certifications: Hazardous Waste Operations (e.g., NEA-Certified Hazardous Waste Manager), DG Handling (e.g., SCDF HAZMAT Transport Permit), Workplace Safety (e.g., BizSafe Level 2/3, WSQ WSH Diploma).

c. Technical Skills: Proficiency in WMS, DG transport software, knowledge of waste coding (Singapore Waste Codes, UN numbers).

d. Soft Skills: Crisis management, regulatory liaison, team leadership, meticulous attention to detail.

Reporting & Metrics:

a. KPIs: < 0.5% non-compliance incidents, 98% on-time dispatch, zero lost-time injuries.

b. Reports: Weekly operational summaries, incident logs, and compliance dashboards for management.

Work Environment:

a. Risks: Exposure to chemical hazards; PPE required.

b. Physical Demands: Frequent walking in warehouse settings; emergency response readiness.

Note: This role is critical for ensuring regulatory compliance, operational resilience, and reputational integrity in high-risk waste handling. Familiarity with Singapore's Resource Sustainability Act and NEA's Guidelines for Hazardous Waste Management is essential.
