What the role is:
Operations Executive – PAssion Wave
The Operations Executive is responsible for the day-to-day management of the facility, ensuring consistent adherence to quality standards while enhancing PAssion Wave’s engagement with grassroots organizations, corporate partners, and schools through water sports and waterfront lifestyle activities.
Key Responsibilities:
• Ensure that all water sports equipment and outlet facilities are well-maintained and in good working condition. Coordinate and schedule maintenance work to ensure equipment availability for programme bookings.
• Monitor and supervise outlet programming to ensure high standards of customer service, the safe execution of water sports and waterfront activities, and the overall safety of all participants.
• Handle programming-related enquiries, including administrative and logistical matters. Where necessary, conceptualize and implement customized programmes to meet community needs and broaden outreach to PMETs and young families.
• Build and maintain strong relationships with existing and potential stakeholders and residents to co-develop new initiatives and programmes. Conduct ground sensing when required to better understand community needs.
• Manage PAssion Wave’s Interest Groups (IGs) and oversee the recruitment and engagement of volunteers.
• Ensure compliance with operational management systems and processes, and uphold best practices that align with the People’s Association’s (PA) mission and vision.
• Perform any other ad-hoc duties assigned by supervisors.
What you will be working on:
Key Duties and Responsibilities
These duties are essential to achieving the primary objectives of the role. They include key result areas (what) and the underlying rationale (why).
1. Outlet Operations & Safety
- Handling of day-to-day programming, facilities and PA-related enquiries and ensuring the overall administrative and operational efficiency of the PAssion Wave outlet by adhering to organisational policies and procedures.
- Managing the outlet’s budgeting, accounting, and cash flow to uphold financial integrity and ensure compliance with PA financial standards.
- Oversee the upkeep and maintenance of the outlet’s building, grounds, and facilities to ensure a safe, clean, and functional environment.
- Conduct routine audits of inventory and equipment to maintain optimal stock levels and ensure the seaworthiness of all water sports equipment.
- Coordinate facilities management with tenants, managing agents, marketing agents, and contractors to ensure smooth operations.
- Execute essential safety operations, including:
- Launching and operating powerboats for search and rescue missions
- Conducting safety briefings, and launching/recovering participants
- Ensuring all water-based activities are conducted in a safe and controlled environment
- Supervise emergency response and evacuation procedures during crisis situations, in coordination with management, to safeguard the well-being of all staff and participants.
- Any other ad-hoc duties assigned by supervisor.
2. Programmes & Activities
- Plan, coordinate, and customise innovative water sports and waterfront lifestyle programmes and services based on community needs, to strengthen outreach and engagement especially for hard-to-reach segments (PMETs, young families).
- Collaborate with volunteers and PA trainers in the design and delivery of programmes to ensure quality experiences for participants.
- Evaluate and audit the performance of PA trainers and external operators to maintain high standards of safety, quality, and programme relevance.
3. Partnerships
- Build and expand PAssion Wave’s network by working with PA Divisions, Advisory & Outreach Committees, GROs, corporate partners, VWOs, schools, and external agencies to develop and enhance programmes.
- Strengthen engagement with informal social groups by offering community spaces and curated programming to foster bonding and support the formation of Interest Groups (IGs) and volunteer recruitment.
- Provide secretariat support and assist in managing committee accounts and key performance indicators (KPIs) for the PAssion Wave Outreach Committee.
4. Management of Interest Groups (IGs) and Volunteers
- Plan and execute programmes, activities, and events aimed at recruiting and retaining volunteers and IG members.
- Mobilise volunteers and IG members for participation in PAssion Wave/PA events, as well as national campaigns and community initiatives.

Serve as a member of internal and/or external working committees, and cross-divisional/units projects.
Perform any other duties as assigned by supervisors and senior officers.
Knowledge & Skills
Minimum - Two years of relevant experience in water & land sports clubs as an executive or equivalent.
Minimum - Able to swim at least 50 metres unaided.
Desired - Experience in supervisory positions
Desired - Possesses the Powered Pleasure Craft Driving License, Lifesaving 123 and Knowledge in Risk Assessment and Management
Others
Must have administrative, communication and inter-personal skills, and able to work independently or with a team. Must have good quality service and possess safety awareness.
