Job description

Responsibilities:

1. Crew Management

  • Conduct crew briefings during Signing On and Signing Off procedures to ensure compliance with company standards and regulatory requirements.

  • Support the planning, scheduling, and deployment of crew members across the fleet.

  • Coordinate and monitor crew training programs, including competency assessments and certification compliance.

  • Plan and manage local crew rosters, ensuring optimal coverage and adherence to work-rest regulations.

  • Oversee cadet training and development programs to support career progression and talent retention.

  • Assist in identifying crew requirements and support the recruitment and selection process for seafarers and cadets.

2. Tugboat Maintenance

  • Lead daily Toolbox Meetings to ensure safety protocols and maintenance objectives are clearly communicated to the crew.

  • Conduct routine and ad-hoc inspections of tugboats to verify seaworthiness and operational readiness.

  • Perform spot checks on bunker operations to ensure fuel quality and quantity compliance.

  • Oversee LNG and MGO bunkering activities, ensuring all safety and environmental compliance measures are met.

  • Monitor and coordinate the maintenance of deck equipment and ensure all trading certificates are valid and up to date.

  • Maintain critical onboard systems and supplies, including Life-Saving Appliances (LSA), Fire-Fighting Appliances (FFA), sanitation facilities, medical stores, consumables, and SOPEP equipment.

  • Track tugboat operational and consumables expenditures; prepare and submit purchase requisitions to the purchasing department as needed.

  • Develop and implement a weekly maintenance schedule for each tugboat, ensuring timely servicing and minimal operational disruption.

3. Administration

  • Collaborate with internal departments, including Technical and Safety teams, to support operational needs.

  • Attend onboard vessels to assist in the investigation of accidents, incidents, and near-miss cases.

  • Prepare and submit monthly operational reports and project-specific updates.

  • Manage non-conformities by coordinating corrective actions and ensuring timely closure.

  • Participate in surveys and Class inspections and follow up on the closure of outstanding findings.

  • Support the Operations Manager in executing additional projects and tasks as assigned.

4. Regulatory Compliance (Tugboat’s Flag and Port State Control)

  • Maintain up-to-date knowledge of maritime regulations, industry standards, and statutory requirements.

  • Ensure all tugboats comply with regulatory standards and obtain all required certifications in a timely manner.

  • Proactively identify potential compliance issues and implement corrective actions to ensure full regulatory adherence.

5. Project Operations Management & Client Support

  • Coordinate with local agencies for inward and outward clearance formalities, including applications for local work permits.

  • Prepare tugboats for overseas assignments or high-seas deployment, ensuring readiness and compliance with project requirements.

  • Monitor the daily progress of tugboat operations deployed outside Singapore waters and review client reports.

  • Assist with client project inquiries and participate in meetings with clients and the Maritime and Port Authority (MPA).

  • Prepare towing plans and passage plans in accordance with operational and safety standards.

  • Ensure timely submission of the Statement of Facts (SOF) by tugboats upon job completion.

Requirements:

  • Minimum Diploma or Degree in Maritime Studies or a related field.

  • Preferably possess a Certificate of Competency (COC) Class 2 or 3.

  • Minimum of 3-5 years of relevant experience in the marine industry.

  • Knowledge of local port waters is an added advantage.

  • Proficient in Microsoft Office and/or Marine operational systems.

  • Strong team player with a proactive attitude and the ability to work independently with minimal supervision.
