A leading engineering firm in Singapore is seeking an experienced Business Development Manager to spearhead growth in technical manpower supply for Work Permit holders. The ideal candidate will have a strong background in business development within the process industry, excellent interpersonal skills, and a solid network of industry contacts. This role offers the opportunity to identify new contracts, maintain client relationships, and drive business growth in a dynamic environment.
We are looking for an experienced and motivated candidate to spearhead our growth in technical manpower supply, specifically for Work Permit (WP) holders, to clients in the process industry (e.g., petrochemical plants, refineries, pharmaceutical facilities, utilities). You will also support the company in identifying and pursuing general engineering project opportunities.
Key Responsibilities:
Identify and secure contracts for the supply of Work Permit (WP) holders, including general workers, skilled tradesmen, and technical personnel (e.g. welders, fitters, scaffolders, safety staff).
Build and maintain strong relationships with plant operators, contractors, and subcontractors in industrial areas such as Jurong Island and Tuas.
Understand client manpower needs (e.g. headcount, nationality mix, skills, duration) and align manpower supply accordingly.
Liaise with internal teams (HR, recruitment, operations) to ensure timely deployment, MOM compliance, and proper documentation.
Conduct regular site visits, client engagement, and service quality checks to ensure satisfaction and long-term partnerships.
Identify and pursue small-scale engineering or maintenance projects (e.g. shutdown/turnaround works, minor construction, steel works) that fit the company’s capabilities.
Coordinate with internal teams to prepare quotations, tender documents, and support pre-qualification submissions.
Develop and implement effective sales strategies to drive business growth and meet revenue targets.
Build a strong sales pipeline through networking, referrals, cold outreach, and industry connections.
Stay updated on industry trends, regulatory changes (e.g. work pass policies, quota limits), and competitor activities.
Represent the company professionally at client meetings, safety briefings, and industry events.
Requirements:
Diploma or Degree in Business, Engineering, or a related field.
5 years of business development experience in manpower supply, ideally supplying WP holders to process plants or industrial clients in Singapore.
Familiar with MOM regulations, work pass applications, and manpower quota limits.
Strong network within EPC contractors, main contractors, or plant maintenance firms.
Excellent interpersonal, negotiation, and communication skills.
Able to work independently with a strong sense of ownership.
