Job description

Job Purpose

Responsible for operation process safety for gases activities in the Leeden Group companies that is Singapore, East and West Malaysia and Batam. The person will also need to support regional and global PSM activities if requested.

Responsible for the development and implementation of a Safety Culture for the Gas Division.

MOC leader and PSSR leader.

Development, implementation and compliance assurance for all process safety/performance best practices with all Leeden Group companies and engineering.

To work directly with Department Managers and company employees to ensure process safety management awareness.


Responsibilities
  • Communicate, promote and manage the company's vision concerning PSM standards and performance.
  • Communicate and promote a PSM.
  • Regulatory compliance to PSM.
  • Perform regular site inspections & training and safety meetings to assure PSM performance compliance.
  • Ensure PSM workplans were delivered as agreed.
  • Perform employee performance reviews and continuous improvement programs.
  • Conduct, perform, document, and track Incident Reports and Incident Investigations related to process safety incidents.
  • Conduct audits and inspections. Perform regular site inspections, PSM audits, and risk assessments to identify hazards and ensure compliance.
  • Lead and facilitate PHAs (HAZOP, What-If, FMEA, LOPA) to identify and mitigate process risks. Ensure proper documentation and follow-up on PHA recommendations. Oversee Management of Change (MOC) processes for process safety-related modifications.
  • Oversee audits, pre-startup safety reviews (PSSRs), and Management of Change (MOC) processes to ensure ongoing safety and compliance.
  • Develop and provide oversight and conduct audits for Pre-Startup Safety Reviews (PSSR).
  • Ensure inspection, testing, and preventive maintenance programs for critical safety systems (e.g., pressure vessels, relief devices, control systems). Collaborate with maintenance and engineering teams to address equipment integrity issues.
  • Perform any other duties as assigned.

Requirements
  • Diploma or bachelor’s degree preferable in Engineering.
  • More than 8 years of supervisory experience.
  • Preferably with more than 8 years of relevant working experience in the oil and gas industry.
  • Strong knowledge of process safety management and good business sense.
  • Good interpersonal and communication skills.
  • MOC, HAZOP, PSSR and LOPA facilitator.
