Piping and Mechanical Engineer
(Process Plant / Pump Station – Singapore Projects)
1. General Responsibilities
The Piping and Mechanical Engineer shall be responsible for the planning, coordination, supervision, and management of all mechanical and piping works for the process plant / pump station installation.
The engineer shall ensure that all works comply with:
- Project specifications and contract requirements
- Approved drawings and shop drawings
- Relevant Singapore codes and standards
2. Design Coordination and Review
The Engineer shall:
- Review mechanical and piping design drawings, P&IDs, and equipment layout drawings.
- Verify compliance with PUB sewerage or water treatment design requirements.
- Coordinate with civil, structural, electrical, and instrumentation disciplines.
- Review and endorse contractor shop drawings prior to submission to the Consultant / SO.
- Review material submissions including Pipes (DI, HDPE, SS, CS etc.), Valves, Pumps, Mechanical equipment, Pipe supports and brackets
- Identify potential clashes using coordinated drawings and resolve with relevant disciplines.
3. Mechanical Equipment Installation
Supervise installation and alignment of mechanical equipment including but not limited to:
- Process pumps (submersible / dry pit pumps)
- Screening equipment
- Odour control equipment
- Mechanical mixers / agitators
- Sludge handling equipment
- Valves and actuators
- Pressure vessels and tanks
- Mechanical hoists / lifting beams
- HVAC equipment (where applicable)
Ensure:
- Proper equipment foundation preparation
- Alignment, leveling, and grouting
- Compliance with manufacturer installation requirements
- Correct torqueing and anchoring of equipment.
4. Piping Installation Works
Supervise and ensure proper installation of all process and utility piping systems including:
- Raw water / sewage pipelines
- Sludge pipelines
- Chemical dosing pipelines
- Drainage piping
- Compressed air systems
- Cooling water / service water piping
Scope includes:
- Pipe routing and installation
- Pipe supports and brackets installation
- Expansion joints and flexible connectors
- Flanged / welded / grooved connections
- Valve installation and accessibility
- Corrosion protection and coating
Ensure compliance with:
- Approved P&ID
- Pipe stress considerations
- PUB pipeline standards where applicable.
5. Testing and Inspection
Coordinate and witness testing activities including:
- Hydrostatic pressure testing of piping systems
- Leak testing
- Flushing and cleaning of pipelines
- Mechanical equipment functional testing
- Alignment verification
- Vibration testing of pumps and rotating equipment.
Ensure all test records and documentation are maintained in accordance with QA/QC requirements.
6. Authority Compliance (PUB / BCA)
Ensure works comply with regulatory and authority requirements including:
- PUB requirements for water reclamation plants / sewerage pumping stations
- BCA requirements for mechanical installation within building structures
- Submission of mechanical shop drawings where required
- Coordination with Qualified Person (QP) / Professional Engineer (PE)
- Compliance with relevant Singapore standards.
7.Quality Assurance / Quality Control (QA/QC)
The Engineer shall:
- Implement inspection and test plans (ITP) for mechanical works
- Verify material certificates and compliance
- Monitor welding procedures and welder qualifications
- Conduct site inspections for installation quality
- Ensure proper documentation and inspection records.
8. Site Coordination and Construction Management
The Engineer shall:
- Coordinate with civil and structural works for equipment foundations and pipe penetrations
- Attend coordination meetings with contractors and consultants
- Resolve site technical issues
- Monitor progress of mechanical installation works
- Ensure works comply with project schedule.
9. Commissioning Support
Assist in mechanical commissioning including:
- Pre-commissioning checks
- Equipment start-up support
- Pump performance testing
- Integration with electrical and instrumentation systems
- Troubleshooting during commissioning.
10. Documentation and Handover
Prepare and compile:
- As-built drawings
- Mechanical completion checklists
- Test and inspection reports
- Operation & Maintenance manuals
- Spare parts lists
- Final mechanical completion documentation for handover.
